21216 1. Briefing on Transportation Issues in the Cordata PUD
INFORMATION ONLY
21195 2. Discussion on Whatcom County Emergency Medical System (EMS)
Funding Work Group Recommendations
Gene Knutson / Roxanne Murphy moved to accept the recommendations of the EMS
work group and to direct staff to bring forth a resolution in support of the work group's
recommendations and to put the EMS levy on the 2016 general election ballot
MOTION CARRIED 7-0.
21217 3. Bellingham Greenways Levy IV
INFORMATION ONLY
The Mayor and her staff will present on the Metropolitan Parks District on May 2nd.
The Greenways IV Committee will return to Council on May 16th.

4. Approval of City Council Committee and/or Special Meeting Minutes
Knutson / Murphy moved approval of the April 11th minutes as submitted.
MOTION CARRIED 7-0.
5. Old/New Business
Pinky Vargas- will report on the April 16th City Council Retreat this evening during
Old/New Business.
Terry Bornemann- is disappointed in the state of Maritime Heritage Park with the
homeless camps set up. He does not feel it is safe for families. The Mayor said that a
while back, they were cleaning up camps by giving five days' notice then sending in the
Homeless Outreach Team to hook people up with housing services. However, there
really is nowhere for people to go. She is working with Rick Sepler to identify new
housing opportunities, including a low barrier option. Additionally, she is working with
the department heads to see if each affected department could dedicate one person to
the effort.
April Barker- is working with the Birchwood Neighborhood Association regarding the
Albertson's May 7th closure that will result in a food desert in this highly dense
neighborhood. She is working with WTA on wayfinding and the school district
volunteered to get information out.
Gene Knutson / Terry Bornemann moved to recommend approval of putting the Public
Comment Period after the Public Hearings and/or Presentations
MOTION CARRIED 6-1. Opposed: Michael Lilliquist

questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
