Call to Order The meeting was called to order by Council President Vargas at 7:00 p.m. Announcements & Upcoming Meetings: 1. On Monday, June 6th at 7:00 PM in Council Chambers, the City Council will host a Public Hearing on the Draft 2017-2022 Transportation Improvement Program (TIP). 2. On Monday, June 6th at 7:00 PM in Council Chambers, the City Council will host a Public Hearing on the Draft 2016 Comprehensive Plan. Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Pledge of Allegiance Led by Mary Kay Robinson. Roll Call Present: April Barker, Council Member, First Ward Gene Knutson, Council Member, Second Ward Daniel Hammill, Council Member, Third Ward Pinky Vargas, Council Member, Fourth Ward Terry Bornemann, Council Member, Fifth Ward Michael Lilliquist, Council Member, Sixth Ward Roxanne Murphy, Council Member, At Large Excused: City of Bellingham Regular City Council Meeting Page 1 of 7 6/6/2016  15-Minute Public Comment Period Rob Janicki, of the RJ Group, gave an overview of what his company is doing to build affordable housing in Whatcom County and the City of Bellingham. Joseph McDonald, spoke against the religious demonstrators that rally at various events throughout the City. Anne Mackie, resident of the York Neighborhood, presented a signed letter from a coalition of Bellingham neighborhoods that addresses issues of concern with regard to the proposed amendments of chapters in the Comprehensive Plan. Tim Paxton, voiced concern about the gas pipe line that the new Options High School will be built upon. Eric Scott, complained about the possible changes to the ADU ordinance in the Comprehensive Plan. He would like a population density study to be conducted first before any changes to the ADU ordinance are considered. Mary Kay Robinson, President of Whatcom County Association of Realtors, emphasized that there are two areas of concern that must be looked at before finalizing the Comprehensive Plan. The first one is the lack of housing that contributes to high rental prices and high prices of homes, and two, the lack of developable residential land in the current Urban Growth Area boundaries. Lynn Barton, complained against planning codes and presented her photos of her property where nearby neighbors have begun to build structures she objects to. Yoshe Revelle, spoke on humankind's capacity for kindness and recited the lyrics from the song, Imagine. John Servais, spoke about the heron colony on the south side of the city. The owners of the land the heronry resides on, are planning to develop or sell that land. They are willing to sell a buffer of land to the City for the protection of the herons. He explained that there are funds in the Greenways levy to purchase the land. He requested the Council take action to buy the land as a buffer. Bill Geyer, addressed points of concern in the Comprehensive Plan. He asked the Council to consider five questions when voting on the Comprehensive Plan: "Will you increase housing opportunities, will you increase infill opportunities, will you permit 21st Century forms of housing of all types, will you create equitable zoning in all lots and neighborhoods, and will your vote improve housing affordability?" City of Bellingham Regular City Council Meeting Page 2 of 7 6/6/2016  Louise Bjornson, reminded Council that when she served on the City Council she voted in favor of attached ADU's. She is against unattached ADU's and requested the Council to carefully consider these points before voting to reorganize the ordinance. Dick Conoboy, spoke against housing options and rentals where homes are portioned into boarding houses for students. He requested that staff research the true density of the neighborhoods before reorganizing the ADU ordinance. Public Works / Public Safety 21239 1. Computer Aided Dispatch (CAD) Project The CAD system will cost approximately $2.8 million. What-Comm has budgeted for this purchase through setting aside 911 tax revenues in a reserve fund. The project will be paid for by reserves. CAD implementation will occur through 2016 and early 2017. Go-live is projected to occur in March of 2017. Information only. 21240 2. Authorize the Mayor to Enter into an Interlocal Agreement Between the City of Bellingham and Port of Bellingham Regarding Preparatory Work for Granary Avenue Terry Bornemann / Roxanne Murphy moved to authorize the Mayor to enter into an interlocal agreement between the City of Bellingham and Port of Bellingham regarding preparatory work for Granary Avenue. MOTION CARRIED 7-0. 21241 3. Solid Waste Disposal Final RFP The disposal agreement expired on April 30, 2016. The draft Request for Proposal (RFP) has been finalized based on input and comments. Council requested that the final RFP be presented to the Public Works Committee prior to being issued. Information only. 21242 4. Bid Award for ES-0532 2016 Overlay - Bill MacDonald Parkway Project, Bid Number 21B-2016 Terry Bornemann / Roxanne Murphy moved to award Bid No. 21B-2016 for ES-0532 2016 Overlay - Bill MacDonald Parkway Project to Colacurcio Brothers Construction Inc. of Blaine, WA as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $483,193.30, which includes any applicable WSST. Work Session Regarding Transportation Benefit District (TBD) Funding Allocation in the (2017-2022) Six-Year Transportation Improvement Program (TIP) Staff presented on potential TBD project funding allocations in advance of the Six-Year TIP Public Hearing is scheduled for June 6, 2016. Staff recommended there be two silos of funding for resurfacing and non-motorized transportation. Information only. Parks and Recreation 21244 1. A Resolution Authorizing the City to Apply for and Enter into an Agreement for a Washington Wildlife and Recreation Program Grant for Assisting with Acquisition of Land for a Community Park in the Cordata Neighborhood A RESOLUTION OF THE CITY OF BELLINGHAM AUTHORIZING THE CITY TO APPLY FOR AND ENTER INTO A WASHINGTON WILDLIFE AND RECREATION PROGRAM GRANT FOR ASSISTING WITH ACQUISITION OF LAND FOR A COMMUNITY PARK IN CORDATA. Michael Lilliquist / Roxanne Murphy moved final approval of Resolution #2016-15. MOTION CARRIED 7-0. Committee Of The Whole 21245 1. Discussion of Jail Options The Committee discussed the history of documents that have gone back and forth with the City and County for the new jail. Those documents were provided in the meeting's packet. Included was a Jail Options Matrix that provided options the City could take. This was designed as a summary and review of the City's position on the matter. Information only. 21246 2. Low-Barrier Shelter Update A presentation was held for options and partnerships with organizations in the community to build a low barrier shelter for homeless residents. Information only. Overview of the Draft 2016 Bellingham Comprehensive Plan The Planning Commission has held 21 meetings on the Comprehensive Plan and made recommendations. On June 6, 2016, a Public Hearing will be held to take comment on the Comprehensive Plan. August 8, 2016 is the final work session meeting. The Council will need to vote on the plan by the end of August 2016. Information only. 21151 4. Sustainable Services: Process Update Staff is reviewing strategies that can ensure the sustainable provision of services for the community into the future. A draft of the process strategies for each service currently in place was reviewed and the matrix of those strategies was included in the meeting's packet. A draft timeline of the process schedule for services was presented as well. The timeline is also included in the meeting packet and can be viewed online. Information only. 21221 5. Future Parks Funding Dan Hammill / Gene Knutson moved to direct staff to draft a resolution with the changes contained in the amended version of the draft resolution, with legal review, and to place the Greenways IV levy on the November 2016 ballot. MOTION CARRIED 7-0. 6. Approval of Minutes Gene Knutson / Roxanne Murphy moved approval of the May 2, 2016 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 7. Old/New Business Roxanne Murphy requested staff schedule a Public Hearing for June 20, 2016 to take comment on a resolution in support of Initiative 1433. Executive Session - Report and Action only. 1. Potential Property Acquisition Staff provided information on a potential property acquisition. Mayor's Appointment of Marissa McGrath to the Historic Preservation Commission (Approval) Gene Knutson / Michael Lilliquist moved to approve Marissa McGrath to the Historic Preservation Commission, term expiring May 16, 2019.
