Call to Order The meeting was called to order by Council President Lilliquist at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. The City of Bellingham will host its annual Martin Luther King, Jr. Celebration at City Hall on Monday, January 16th Noon to 1:00. Emcee Clyde Ford will be joined by the Kulshan Chorus and speakers including Mayor Kelli Linville and Darrell Hillaire. It is free and family- friendly. If you cannot attend, please watch it live on BTV Channel 10. It will also be live streaming at www.cob.org. Pledge of Allegiance Led by Council President Lilliquist. ES-513 Holly Street Overlay - Parking Removal Ted Carlson, Public Works Director, gave a review of the Holly Street resurfacing/overlay project. Some parking will need to be removed to comply with updated standards. Council approval is needed for parking spaces to be removed. Council President Lilliquist opened the public hearing. No citizens spoke and the public hearing was closed. Gene Knutson / Roxanne Murphy moved to approve the Holly Street overlay project. MOTION CARRIED 6-0-1. Terry Bornemann excused. 21463 2. Resolution Authorizing Relinquishment of a Portion of a Utility Easement Located Within Vacated "G" Street Ted Carlson, Public Works Director, reported that the City retains a utility easement along vacated G Street. Sanitary Services has submitted a request to the City to relinquish the easement. Staff determined the easement is surplus to the City's needs and can be relinquished. Council President Lilliquist opened the public hearing. No citizens spoke and the public hearing was closed. Roxanne Murphy / Dan Hammill moved final approval of Resolution #2017-01. Resolution Authorizing Relinquishment of a Utility Easement Located Within Vacated South Street Ted Carlson, Public Works Director, reported that the City retains a utility easement along vacated South Street. Property owner has submitted a request to the City to relinquish the easement. Staff determined the easement is surplus to the City's needs and can be relinquished. Terry Bornemann excused. 15-Minute Public Comment Period Tina McKim, requested that City divest their funds from banks that fund the Dakota Access Pipeline. She suggested that the City change from banking with our current bank to a local owned credit union. She feels that would ensure that we are not supporting banks that fund the pipeline. Liisa Wale, spoke in support of the Standing Rock Sioux tribe. She reported that the tribe is asking communities that stand with them to oppose banking institutions that fund the Dakota Pipeline by divesting their money with those banks and closing their accounts. She urged the City to divest from its current bank and use a local credit union or local small bank. Andrew Eckels, would like the City to use a regional bank or a credit union to show support of the Standing Rock Sioux tribe. Jonah Laugharn, spoke about homeless people within the City of Bellingham. Joseph McDonald, feels the City is in a holy war with the false doctrines of Christianity. Galen Herz, Associated Students Local Issues Coordinator at Western Washington University, spoke about the need for more housing within the City limits. He relayed a report that the cost of home prices, as well as rent prices, are on the rise. During his next quarter at Western, he plans to meet with community leaders and hopes to learn about their challenge and solutions for housing. Also, he is conducting a survey of students' housing experiences. He will report his findings in April of this year. Council Standing Committee Meetings: Public Works / Public Safety 21465 1. An Ordinance Amending the 2017/2018 Budget for the Purchase of a Fire Engine City of Bellingham Regular City Council Meeting Page 3 of 6 1/9/2016  Roxanne Murphy / Gene Knutson moved approval for first and second reading. MOTION CARRIED 6-0-1. Terry Bornemann excused. Community and Economic Development 21466 1. A Presentation on the 2016 Bellingham SeaFeast Festival Presentation during Committee. Deb Granger, Event Manager, presented an overview of the event and highlighted the maritime heritage. The event was funding by the Lodging Tax Advisory Committee (LTAC). The event will receive $50,000 for the 2017 Festival and an additional $50,000 for the 2018 Festival. Almost 6,000 people attended the event last year. Information only. Approval of Minutes Roxanne Murphy / Gene Knutson moved approval of both the afternoon committee meeting minutes and the regular City Council meeting on December 12, 2016 as submitted. Old/New Business April Barker announced she has a new blog that highlights events in the community that she attends and thoughts on community involvement. The web address of her blog is www.aprilbarkerbellingham.com. She encouraged the public to check it out. Pinky Vargas attended the third annual Cannabis Alliance summit last week. She reported she learned that Washington state cannabis industries are producing 20,000 jobs and more tax revenue than alcohol and cigarette tax revenue combined. Michael Lilliquist reported he attended the Interfaith Prayer Service over the weekend. The event was hosted by the Sikh community and was very inspirational. Mayor's Reappointment of Mike Smith to the Bellingham Arts Commission (Approval) Roxanne Murphy / Gene Knutson moved approval of Mike Smith to the Bellingham Arts Commission to serve his second full term, which will expire on January 1, 2020, at which time he may be reappointed. MOTION CARRIED 6-0-1. Terry Bornemann excused. Mayor's Reappointment of Robin Williams to the Civil Service Commission (Approval) Gene Knutson / Roxanne Murphy moved approval of Robin Williams to the Civil Service Commission to serve her third full term, which will expire on January 1, 2022, at which time she may be reappointed.
