Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On Monday, April 23, 2018, at 7 p.m., there will be a Public Hearing on proposed removal of on-street parking east side of Puget Street. 2. On Monday, April 23, 2018, at 7 p.m., there will be a Public Hearing on contract terms for disposal of residential solid waste by Republic Services, Inc. Pledge of Allegiance Led by Council President Murphy. Consideration of Revisions to Bellingham's Accessory Dwelling Unit Regulations Mayor Linville addressed the Council and explained that she does not feel building ADU's is the answer to infill, but that infilling the City's Urban Villages would be more City of Bellingham Regular City Council Meeting Page 1 of 4 4/9/2018 Minutes helpful. The Planning Department is currently reviewing the Urban Village infill rules and regulations. Chris Koch gave a brief presentation on the ADU update to the regulations. He explained the process. For the web link to more information on the accessory dwelling unit ordinance update, he directed people to view www.cob.org Council President Murphy opened the public hearing. Public comment was taken. The written record will remain open until the Council makes a final decision on the matter (per Resolution #2013-09). Roxanne Murphy / Gene Knutson moved the topic to Committee of the Whole for further discussion. MOTION CARRIED 6-1. Review of the 2018 Legislative Session Presentation during Committee by Ben Buchholz of McBride Public Affairs. The 2018 legislative objectives included the capital budget, infrastructure projects and improvements, fiscal sustainability, and criminal justice and social services funding. Interlocal Agreement Between the Northwest Clean Air Agency and the City of Bellingham for a Greenhouse Gas Reduction Project Gene Knutson / Dan Hammill moved to authorize the Mayor to enter into an interlocal agreement between the Northwest Clean Air Agency and the City of Bellingham for a Greenhouse Gas Reduction Project. MOTION CARRIED 7-0. 21659 3. Bid Award for Whatcom Falls Park Woburn Trail & Parking, Bid 22B-2018 Roxanne Murphy / Dan Hammill moved to award Bid No.22B-2018 for Whatcom Falls Park Woburn Trail and Parking to Dirtworks Bellingham, Inc. of Bellingham as the City of Bellingham Regular City Council Meeting Page 2 of 4 4/9/2018 Minutes lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $379,985.43, which includes any applicable WSST. MOTION CARRIED 7-0. 21925 4. A Resolution Authorizing the City to Apply for and Enter into a Washington Wildlife and Recreation Program Grant for Assisting with Development of Squalicum Creek Trail to Bellingham Bay Roxanne Murphy / Pinky Vargas moved final approval of Resolution #2018-03 that authorizes the City to apply for and enter into a Washington Wildlife and Recreation program grant for assisting with development of Squalicum Creek Trail to Bellingham Bay. MOTION CARRIED 7-0. 21926 5. A Resolution Authorizing the City to Apply for and Enter into a Youth Athletic Facilities Grant for Assisting with the Construction of an Athletic Field at Squalicum Creek Park Roxanne Murphy / Gene Knutson moved final approval of Resolution #2018-04 that authorizes the City to apply for and enter into a Youth Athletic Facilities Grant for assisting with the construction of an Athletic Field at Squalicum Creek Park. MOTION CARRIED 7-0. 6. Approval of Minutes Dan Hammill / Pinky Vargas moved approval of the March 26, 2018 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 7. Mayor's Appointment of Jim Boyle to the Citizens' Transportation Advisory Group (Information) City of Bellingham Regular City Council Meeting Page 3 of 4 4/9/2018 Minutes The Mayor appoints Jim Boyle to his first term on the Citizens' Transportation Advisory Group, which will expire on March 28, 2019, at which time he may be reappointed. Information only. 21928 2. Mayor's Appointment of Garrett O'Brien to the Loan Review Board (Information) The Mayor appoints Garrett O'Brien to his first term on the Loan Review Board, which will expire on March 30, 2022, at which time he may be reappointed. Information only. 21929 3. Mayor's Appointment of Russ Sapienza to the Mayor's Neighborhood Advisory Commission (Information) The Mayor appoints Russ Sapienza as the Sehome Neighborhood Primary Representative. This will be his first term, which will expire on April 4, 2020, at which time he may be reappointed. Information only.
