Interlocal Agreement Between the Northwest Clean Air Agency and p. 5 the City of Bellingham for a Greenhouse Gas Reduction Project The Interlocal Agreement was not in the packet. Ted Carlson will distribute it before this evening. At its discretion, the Council may vote on it this evening; otherwise, it will return to Council for a vote on April 23, 2018. 21659 3. Bid Award for Whatcom Falls Park Woburn Trail & Parking, Bid 22B- p. 20 2018 Gene Knutson / Terry Bornemann moved to recommend approval of the bid award MOTION CARRIED 7-0. 21925 4. A Resolution Authorizing the City to Apply for and Enter into a p. 24 Washington Wildlife and Recreation Program Grant for Assisting with Development of Squalicum Creek Trail to Bellingham Bay Dan Hammill / Michael Lilliquist moved to recommend approval of the resolution MOTION CARRIED 7-0. 21926 5. A Resolution Authorizing the City to Apply for and Enter into a Youth p. 30 Athletic Facilities Grant for Assisting with the Construction of an Athletic Field at Squalicum Creek Park Dan Hammill / Gene Knutson moved to recommend approval of the resolution MOTION CARRIED 7-0. 6. Approval of City Council Committee and/or Special Meeting Minutes Pinky Vargas / Dan Hammill moved to recommend approval of March 26th minutes as amended (include 'Information Only' under Finance Committee) MOTION CARRIED 7-0. 7. Old/New Business Councilmember Hammill: The Bellingham/Whatcom Team is one of five communities nationwide that received a grant to attend the Intergovernmental Policy Academy: Young Adults and the Justice System in San Francisco in June. He feels it is a recognition of all the work the City and others have been doing for incarceration reduction. Committee Of The Whole Minutes Page 2 April 9, 2018  Councilmember Bornemann: He will need to stand and stretch occasionally tonight due to back pain. Please do not impute anything from that. Councilmember Barker: Council received an email from the Lummi Nation regarding water service. She asked the Mayor to report on the status of these negotiations at the next Council meeting on April 23, 2018. Mayor Linville: 1) She recognized the Farmer's Market for its contribution to the economic vitality of downtown Bellingham. She acknowledged Brian Griffin at the Cabbage Toss. 2) She attended the Festival of Music. 3) There is 100% cooperation from the BPD and Chief Doll in the outside investigation of the recent DV incidents of individual BPD officers on the individual and process levels. The City takes this very seriously. 4) The portable toilets and dumpsters are in place for people who are experiencing homelessness. The City will be keeping an eye on useage so that the dumpsters are not being used for purposes other than what they are intended for. 6) Things are going well.
