Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Public Hearing on the Residential Solid Waste Disposal Contract Ted Carlson, Public Works Director, explained that the City's contract for solid waste disposal expired in April 2016. This is not residential collection, but rather for disposal of solid waste after pickup. A Request for Proposals was issued. The City received two responses: Waste Management/RDS and Republic Services. Staff recommends entering into contract negotiations with Republic Services. The terms include: a 20 year term, $94.19 per ton plus local state and county taxes. Annual inflator is included. Council President Murphy opened the public hearing. No citizens spoke and the public hearing was closed. Public Hearing to Consider Removal of On-Street Parking on Puget Street to Install Bike Lanes Chris Comeau, Transportation Planner, presented detail on where bike lanes would be installed along Puget Street. Public Works proposes to remove parking from the east side of the street to install bike lanes in summer 2018. Council President Murphy opened the Public Hearing. Public Comment was taken. Being no further comments, the public hearing was closed. Michael Lilliquist / Gene Knutson moved to approve removal of parking on the east side of Puget Street to install bike lanes in Summer 2018. Consideration of Revisions to Bellingham's Accessory Dwelling Unit Regulations Presentation during Committee. The written record will remain open until April 27, 2018 at 5:00 p.m. Information only. 21704 2. Update on Water Contract Negotiations with Lummi Nation Presentation during Committee. The Lummi Nation has requested water service from the City of Bellingham for future development. Council has asked the Mayor and staff to continue to meet with Lummi Nation's staff and leadership on the request. Information only. 3. MOTION CARRIED 7-0. 4. Old/New Business Council Member Bornemann reported a great turnout for the dedication of the new Arch of Healing and Reconciliation. Council Member Lilliquist worked in an Earth Day Work Party at Squalicum Park. Hundreds of volunteers came to help remove invasive species. Council Member Barker also attended the new Arch of Healing and Reconciliation dedication. She shared what she heard from the speaker at the event: the Arch will not be of peace and reconciliation, but of love. Love will create a just and equitable society instead of money. In love and understanding, we will have abundance. Council Member Knutson reported that he attended the high school event about gun violence. He enjoyed their heartfelt testimonies. Potential Property Acquisition Dan Hammill / Terry Bornemann moved to authorize the purchase of a ten acre parcel adjacent to the City limits, APN #380308198423, at the end of King Mountain Road and north of E. Bakerview Road, from B & L Properties Trust for $165,000, with an estimated closing date of May 1, 2018. MOTION CARRIED 7-0. 2. Potential Property Acquisition April Barker / Pinky Vargas moved to authorize the purchase of the abandoned railway line along Squalicum Way, from Orchard Place to Roeder Ave., from BNSF Railway Company for $261,500, with an estimated closing date of May 15, 2018. Mayor Linville reported that she attended the ceremony last Saturday for the newly installed Arch of Healing and Reconciliation. The Arch is on the corner of the library lawn near the intersection of Lottie and Prospects Streets. An ADA approved ramp is planned to be installed that will lead from the Arch. This will provide easy access to the back of the Library. 21945 An Ordinance of the City of Bellingham, Washington, relating to land use and zoning; declaring an emergency; adopting interim zoning regulations for the siting, establishment, and operation of temporary tent and building encampments; and setting twelve months as the effective period of the interim zoning regulations to allow the City to study land use impacts of such uses. Mayor's Appointment of Bruce Clawson to the Loan Review Board (Information) The Mayor appoints Bruce Clawson to his first term, which will expire on April 9, 2022, at which time he may be reappointed. Mayor's Reappointment of Sheryl Russell and Kevin Probasco to the Mayor's Neighborhood Advisory Commission (Information) The Mayor reappoints Sheryl Russell to the Mayor's Neighborhood Advisory Commission as the Central Business District Primary Representative to her final term, which will expire on April 18, 2020. The Mayor reappoints Kevin Probasco to the Mayor's Neighborhood Advisory Commission as the Samish Neighborhood Primary Representative to his final term, which will expire on May 7, 2020.
