Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On Monday, June 18, there will be a Public Hearing on a draft ordinance for interim zoning regulations for temporary tent encampments. 2. On Monday, June 18, there will be a Public Hearing on a draft ordinance establishing regulations for short-term rentals. 3. On Monday, June 18, there will be a Public Hearing on proposed amendments to the BMC regarding construction in floodplains. Pledge of Allegiance Led by Council President Murphy. Public Hearing on an Ordinance Amending the Bellingham Municipal Code (BMC) Regarding the Regulation of Commercial Development City of Bellingham Regular City Council Meeting Page 1 of 5 6/4/2018 Minutes Elise Keim, Planner, gave an overview and explained the purpose of the commercial code. Council President Murphy opened the Public Hearing. Public Comment was taken. April Barker / Gene Knutson moved to amend the ordinance to allow grooming of animals in animal hospitals in Exhibit A on page 9. MOTION CARRIED 6-0-1, Terry Bornemann abstained. Gene Knutson / Pinky Vargas moved to approve first and second reading of the ordinance as amended. MOTION CARRIED 7-0. There being no more comments, the public hearing was closed. 15-Minute Public Comment Period Public Comment was taken. Council Standing Committee Meetings: Finance and Personnel Daniel Hammill, Chair April Barker; Pinky Vargas 21913 1. Roundtable Discussion on Future Levies and Taxes Roundtable discussion during Committee on future levies and taxes. Speakers included Whatcom County Executive Jack Louws, Whatcom Transportation Authority General Manager Pete Stark, and Bellingham Schools Superintendent Greg Baker, as well as Mayor Kelli Linville and Council Member Lilliquist. Information only. Public Works and Natural Resources Gene Knutson, Chair Terry Bornemann; Michael Lilliquist 21967 1. Wholesale Water Service to Governors Point Presentation during Committee. Gene Knutson / Roxanne Murphy moved to direct staff to work with the owner and move forward with the wholesale water agreement to Governor's Point following the conditions outlined in the Public Works Director's response to the Governors Point owners. Authorize Mayor to Enter into an Interlocal Agreement with the City of Ferndale for an Emergency Use Water Intertie Gene Knutson / Pinky Vargas moved to authorize the Mayor to enter into an interlocal agreement with the City of Ferndale for Emergency Use Water Intertie. Authorization to Execute Interlocal Jail Facilities Use Agreement Roxanne Murphy / Gene Knutson moved to authorize to execute the Interlocal Jail Facilities Use Agreement. MOTION CARRIED 4-3. Resolution to Place the Bellingham Home Fund Levy on the November 2018 General Election Ballot Roxanne Murphy / Dan Hammill moved approval to place the Home Fund levy on the November 2018 General Election Ballot and pass Resolution #2018-09 as presented. MOTION CARRIED 7-0. 21973 6. Appointment of Committees "For" and "Against" the Ballot Measure for Low- Income Housing Levy City of Bellingham Regular City Council Meeting Page 3 of 5 6/4/2018 Minutes Roxanne Murphy / Dan Hammill moved to authorize the Mayor to appoint committee members to prepare statements for the voters' pamphlet without further Council action. MOTION CARRIED 7-0. 21954 7. DRAFT 2019-2024 Transportation Improvement Program (TIP) Work Session Roxanne Murphy / Michael Lilliquist moved final approval of Resolution #2018-10. MOTION CARRIED 7-0. 8. Approval of Minutes Gene Knutson / Pinky Vargas moved approval of the May 21, 2018 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 9. Old/New Business Mayor Linville announced that Western Washington University awarded the City of Bellingham the Community Recognition Award. Council Member Vargas was able to accept on the City's behalf. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. Mayor Linville commended Council for their stewardship of the watershed rights they exercised today during Committee of the Whole. 21974 1. Mayor's Appointment of Gordon Durham to the Mayor's Neighborhood Advisory Commission (Information) The Mayor appoints Gordon Durham to his first term, which will expire on June 7, 2020, at which time he may be reappointed.
