Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Public Hearing to Consider Resolution Authorizing Relinquishment of a Portion of Surplus Utility Easement Located Within a Vacated Portion of Larrabee Avenue, Between 13th and 14th Streets Ted Carlson, Public Works Director, gave an overview of a utility easement that is encumbering the property. The City has determined it is surplus to the City's needs and staff recommends Council relinquish the easement. Council President Murphy opened the public hearing. No citizens spoke and the public hearing was closed. Public Hearing to Consider Four Requests to Docket Amendments to the Bellingham Comprehensive Plan for Review in 2018-2019 Moshe Quinn, Planner, reviewed the 2018 -2019 Docket Proposals. The City received four proposals and he reviewed each proposal. Council President Murphy opened the public hearing. Public Comment was taken. Terry Bornemann / Gene Knutson moved to docket items one, two and four. MOTION FAILED 3-4. April Barker, Dan Hammill, Roxanne Murphy and Pinky Vargas opposed. Roxanne Murphy / Gene Knutson moved to support item one. MOTION CARRIED 7-0. April Barker / Dan Hammill to support item two. MOTION CARRIED 7-0. Pinky Vargas / April Barker moved to support item three. MOTION CARRIED 5-2, Terry Bornemann and Gene Knutson opposed. April Barker / Dan Hammill moved to support item four. MOTION CARRIED 7-0. Contract Award for Job Order Contracting (JOC), RFP #29B-2018 Terry Bornemann / Dan Hammill moved to award Job Order Contracting, RFP #29B- 2018 to Colacurcio Brothers, Inc. of Blaine as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them. MOTION CARRIED 7-0. 21997 3. Bid Award for Lakeway and Lincoln Pedestrian and Bicycle Safety Improvements, Bid 31B-2018 Terry Bornemann / Michael Lilliquist moved to award Bid No.31B-2018 for Lakeway and Lincoln Pedestrian and Bicycle Safety Improvements to Colacurcio Brothers, Inc. of Blaine, Washington, as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $1,749,722.80, which includes any applicable WSST. MOTION CARRIED 7-0. Council Member Vargas noted that the bike plan will come up later in the Master Plan. Consideration of a Draft Ordinance Establishing Short-term Rental Regulations Michael Lilliquist reported that this was the first of many work sessions on establishing short-term rental regulations. Bid Award for the Civic Stadium North Grandstand Reroof - Bid No. 27B-2018 Roxanne Murphy / Gene Knutson moved to award Bid No. 27B-2018 for the Civic Stadium North Grandstand Reroof to Scholten Roofing, Inc. of Lynden, Washington, as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $267,143.29, which includes any applicable WSST. MOTION CARRIED 7-0. 21984 3. Elected Officials Salary Options Discussion during Committee. Council asked staff to bring back for a further discussion at a later meeting. Information only. 4. Approval of Minutes Gene Knutson / Michael Lilliquist moved approval of the June 18, 2018 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 5. Old/New Business Pinky Vargas informed all that the Pride Parade will take place in Bellingham this coming weekend and as Mayor Pro Tem, she asked that Facilities fly the Pride flag on the City Plaza. Dan Hammill announced he was awarded a grant to attend a training for a Young Adults Incarceration Prevention program in San Francisco. April Barker relayed that the Birchwood Neighborhood hosted the Birchwood International Market. This event will be the last Friday of the month through September. It will be held in the old Albertson's parking lot in the Birchwood Neighborhood. Executive Session – Report and Action only. 1.
