Call to Order Roll Call Gene Knutson, Chair Jack Weiss, Daniel Hammill, Pinky Vargas, Terry Bornemann, Michael Lilliquist, Roxanne Murphy Committee Of The Whole The following items were discussed during the retreat: 1. Greenways 4 Levy Discussion This issue was discussed. 2. City Council Social Media Policy This will be formulated into a resolution that will come before the Council. It will be added to the City Council's Rules of Procedure that was adopted in 2014. 3. Protocol for Communicating with Constituents Mark will follow-up by talking with Marie about email routing options. 4. Council Initiatives for 2015 a) JW: Smoking ban on all City property outside. Will be brought before the Parks and Recreation Committee. b) JW: Cat licensing. A $6 fee for cats, with $1 going to fund spaying and neutering cats. Will be brought before the Committee of the Whole. c) JW: Salary Commission for elected officials. Will be brought forward at a future Council meeting. d) RM: Assessing the value of Council Members being liaisons on community boards. This will be discussed at the 2016 re-organization meeting. e) PV: Enacting a three minute limit on public comment during public hearings. This will be discussed at the 2016 re-organization meeting. 5. De-escalation Training Officer Jeremy Harper of the BPD's Neighborhood Anti-Crime Team gave a brief training. Adjournment 1
