Call to Order Roll Call Present: Council President Gene Knutson, Second Ward Council Member Hannah Stone, First Ward Council Member Pinky Vargas, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Hollie Huthman, At-Large Excused: Council Member Daniel Hammill, Third Ward 22775 1. 2021-2022 Biennial Budget Work Session Council Member Vargas introduced the fourth session of the budget work sessions that will cover, Finance, Human Resources, Legal, and Information Technology Services Department. Forrest Longman, Deputy Finance Director, explained how departments are funded. He outlined the Internal Service Charges for the City. Andy Asbjornsen, Finance Director, gave an overview of 2019 - 2020 Department Achievements and provided a budget outline for 2021 - 2022. Brian Heinrich, Deputy Administrator, reviewed the 2019 - 2020 Department Achievements of the Human Resources department. He outlined the 2021 - 2022 budget for Human Resources. Peter Ruffatto, City Attorney, gave a presentation on the department's achievements. They include advising, transactional, prosecution, litigation, open government, which includes 3,268 public records requests, and COVID-19 response which issued emergency orders. The budget for 2021 - 2022 for the Legal Department was also presented. City Council Special Meeting Minutes Page 1 October 26, 2020 Marty Mulholland, Director of ITSD, which provides technical leadership and shared 2019 - 2020 Achievements. The Hearing Loop was installed in the Council Chambers, implementation of the City's new financial software, Finance Enterprise, was completed, maintenance management system was implemented, the new platform for the City's public website was completed, a new security system and telephone system also was completed this year. Council Members asked questions. Adjournment Mayor Fleetwood asked that budget adjustments be submitted prior to the November 9, 2020 budget work session.
