Call to Order Council President Pro Tempore Michael Lilliquist called the Special Council meeting to order at 1pm. Roll Call Present: Council President Hannah Stone, First Ward Council Member Hollie Huthman, Second Ward Council Member Daniel Hammill, Third Ward Council Member Edwin H. "Skip" Williams, Fourth Ward Council Member Lisa Anderson, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Member Kristina Michele Martens, At Large 23515 1. Budget Work Session p. 3 Forrest Longman, Deputy Finance Director, provided an update on additional budget modifications. Daniel Hammill / Edwin H. "Skip" Williams moved to recommend approval of the proposed budget modifications. MOTION CARRIED 6-0. Not Present: Hannah Stone Darlene Peterson and Judge Deborah Lev provided an overview of the 2021-2022 Court Achievements and outlined the proposed 2023-2024 budget. Budget highlights include:  One Additional Staff Member to Reopen Public Front Counter Services  Upgrade our JAVS Court Recording System for Electronic Court Proceedings  Continue to Work Towards a Paperless Court  Restore Funding for Domestic Violence Treatment for Indigent Defendants City Council Special Meeting Minutes Page 1 November 7, 2022 Council Members asked questions. Mayor Seth Fleetwood provided an overview of the 2021-2022 Administration Achievements and outlined the proposed 2023-2024 budget. Budget highlights include:  Create the Office of Climate  Support the work of the Whatcom Racial Equity Commission  Continue Small and Simple grants  Continued support for community cultural events  Continued emphasis on alternative response for those in crisis Council Members asked questions. Council President Hannah Stone provided an overview of the 2021-2022 Council Achievements and outlined the proposed 2023-2024 budget. Budget highlights include:  No Change in FTEs - Revisit Staffing Needs at Mid-Biennium (or sooner, if needed)  Increase in Budget is due to Salary and Benefit Increases  New Legislative Assistant hired to start December 1, 2022  Temporary Overlap with Current Legislative Assistant  Salary Commission to complete work by December 31, 2022  Collaboration with New Communications Position in the Mayor's Office (to be hired in 2023) Council Members asked questions.
