Council Standing Committee Meetings
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Parks in Bellingham
Rick Sepler, Director of Planning & Community Development, introduced the
topic and gave some background on a ways to preserve existing manufactured
home parks in Bellingham. The City has engaged with consultant, David Nemens
to review the work of other jurisdictions that have addressed this issue.
Recommendations included in a summary form in the agenda packet. Mayor
Linville is very supportive of the recommendations that staff have presented.
Council Member Barker would like to see direction from staff, allowing the
zoning to accommodate new and different housing types and to help people

move in the event the MHP is sold relocation assistance. Continue to work on
the 5 options that were presented and bring back within sixty days.
21982 2. Consideration of a Draft Ordinance Establishing Short-Term Rental p. 15
Regulations
Lisa Pool, Senior Planner, introduced the options of the draft short-term rental
ordinance.
Discussion Questions included 5 questions listed in the agenda packet.
Next Steps:
Likely two additional work sessions:
1. Consider ordinance revisions and frame secondary issues
2. Consider revisions based on discussion of secondary issues / adopt ordinance
NO STRs in the watershed.
