Council Standing Committee Meetings
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Council Member Barker introduced the issue and provided some background.
She framed the discussion around questions that included, "Is our current
residential density moving us towards our strategic goals? More upward
mobility? Is it available?"
Rick Sepler, Director of Planning & Development, addressed the map on page 18
of the packet that covers areas that use the Infill Toolkit.
Council Member Lilliquist asked him to talk about the Consolidated Plan. Samya
Lutz, Housing and Services Program Manager, reported that the housing

assessment and the Consolidated Plan were completed in the last year and a
half.
Committee determined that a future meeting to consult with local agencies such
as PeaceHealth, Regional Council on Aging and the Opportunity Council to hear
from them about their challenges for housing? Do our current policies help with
opportunities for persons to live in desired neighborhoods?
