Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Planning and Community Development Michael Lilliquist, Chair April Barker; Daniel Hammill 21982 1. Consideration of a Draft Ordinance Establishing Short-Term Rental p. 3 Regulations Lisa Pool, Senior Planner, introduced the key questions that were discussed during the last work session. She clarified the definition of Short-Term Rental. Questions included: Q. 1: Should STRs be allowed in primary residences in residential zones? Yes, but with administrative approval (Type I & II permit), minimum number of residency days and no limit on number of days rented. Q. 2: Should STRs be allowed in non-primary residences in residential zones? Planning and Community Development Committee Minutes Page 1 September 10, 2018  No, but this prohibition should be reassessed when the Citywide housing vacancy rate reaches 5%. Q. 3: Should multi-family buildings include a cap on STRs in residential zones? Yes for condominiums; no for other multi-family buildings. Staff recommends expanding the cap on STRs in condos (1 or 25% of the units, whichever is greater) to include other multi-family buildings in residential zones due to other proposed changes. No caps in urban villages or commercial zones. Q. 4: Should STRs be allowed in accessory dwelling units? Yes, in legally-established attached ADUs and legally-established detached ADUs Citywide, except DADUs in single-family zones Q. 5: Should long-term renters be allowed to be STR operators? Yes with property owner's permission during the lease period. Council Member Lilliquist moved to change requirement of q. 2 from 5% to 4%. Motion carried 2-1, Dan Hammill opposed. Committee decided to bring the issue forward to the Committee of the Whole and discuss the cap on STRs at a later meeting.
