Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Neighborhood Equity Assessment: First in a Series of Housing Equity p. 3 Discussions with Community Partners Planning and Community Development Committee Minutes Page 1 September 24, 2018 Councilmember April Barker led the first Neighborhood Equity Assessment discussion with community partners, which will continue in a series inviting partners to discuss what equity and housing means to them and the people they serve. This work session she invited partners who focus their service on primary and secondary age students, which included the Bellingham School District and Whatcom County Health Department. During the next Neighborhood Equity work session, service providers for senior citizens and the elderly will be invited. 21922 2. Revisions to BMC Title 19 - Impact Fees for Accessory Dwelling Units p. 7 Greg Auccutt, Assistant Director for the Planning and Community Development Department, presented a recommendation for impact fees for accessory dwelling units, which included a reduction in park impact fees. In this recommendation, the total fees for new ADUs would be reduced from $4,071 to $3,137, a $934 reduction. Councilmember Michael Lilliquist moved to request staff to bring back a recommendation that has a distinction between detached and attached ADUs and incorporates lower impact fees. Motion carried 3-0. This item will return to the Planning and Community Development Committee.
