Call to Order Roll Call Council Standing Committee Meetings Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Planning and Community Development Michael Lilliquist, Chair April Barker; Hannah Stone 21922 1. Revisions to BMC Title 19 - Impact Fees for Accessory Dwelling Units p. 3 Greg Auccutt, Assistant Director for the Planning and Community Development Department, presented an updated staff recommendation for impact fees for accessory dwelling units following discussion at the September 24 Planning and Community Development Committee. In this recommendation, the total fees for new ADUs would be reduced from the current total of $4,071 to $2,600, a $1,471 reduction. Attached ADUs that utilize an existing space in a house would be exempt from impact fees. Councilmember April Barker moved to direct staff to amend the table and add language for a detached structure that utilizes existing space in a house to be exempt from impact fees if the footprint of the existing structure they have already paid impact fees is not changed. Motion carried 2-1. Michael Lilliquist opposed. Planning and Community Development Committee Minutes Page 1 October 8, 2018 Michael Lilliquist will bring forward the mixed recommendation to expand exemptions to City Council tonight. 22069 2. Consideration of the Proposed Subdivision Regulations, Title 23 - Land p. 12 Division Kathy Bell, Senior Planner, spoke about how the final draft ordinance for review and consideration today has been years in the making. It does not serve as a standalone document. It is connected with has to outsource to other codes such as street standards, zoning, and open park space from the Comprehensive Plan. It relies on and works within the Municipal Code in its entirety. Kathy Bell presented the key procedural changes and proposed provisions: Lot line adjustments, final plats, model homes, decision criteria, performance standards, allowance of multiple housing types in cluster designations and phasing.
