Call to Order Jack Weiss, Excused; Gene Knutson, Substituting Council Standing Committee Meetings: Public Works/Public Safety 20575 1. Update on EMS System and Contract for Advanced Life Support (ALS) INFORMATION ONLY. Presented by Chief Newbold 20576 2. Community Paramedic Pilot Program INFORMATION ONLY. Presented by Sean Farnand 20557 3. Proposed ordinance amending Title 11 of the Bellingham Municipal Code relating to parking Staff will present at a future worksession to provide more detailed figures for Council to deliberate. Language of the scofflaw has been taken out of the current draft of the ordinance until more exploration can take place regarding treating people who are living in their cars as compassionately as possible. Proposing to increase tickets by $10 each. Per citation, it is costing the city $25. There is a $200,000 shortfall projected by the end of 2014. The goal is that downtown revenues stay downtown. 20527 4. Bicycle Master Plan Work Session Michael Lilliquist moved to amend staff's memorandum to replace "where appropriate and feasible" with "whenever feasible." MOTION CARRIED 3-0 Adjournment 1
