20557 3. Proposed ordinance amending Title 11 of the Bellingham Municipal
Code relating to parking
Staff will present at a future worksession to provide more detailed figures for Council
to deliberate. Language of the scofflaw has been taken out of the current draft of the
ordinance until more exploration can take place regarding treating people who are
living in their cars as compassionately as possible. Proposing to increase tickets by $10
each. Per citation, it is costing the city $25. There is a $200,000 shortfall projected by
the end of 2014. The goal is that downtown revenues stay downtown.
20527 4. Bicycle Master Plan Work Session
Michael Lilliquist moved to amend staff's memorandum to replace "where
appropriate and feasible" with "whenever feasible."

A hard copy of the agenda packet is available for review from the reference desk at
the Central Library or can be purchased in the Finance office at City Hall for $4.00.

Elevator access to the second floor is available at City Hall’s west entrance. Hearing
