Call to Order Council Standing Committee Meetings: Public Works/Public Safety 20600 1. Padden Creek Estuary Habitat Enhancement Project, EN-0038 Update and Noise Variance Jack Weiss moved to recommend approval. MOTION CARRIED 3-0. 20601 2. Appeal of denial of request for water and sewer service at 2454 Yew Street Road Jack Weiss moved to recommend affirmation of the Director's denial of service. MOTION CARRIED 3-0. 20602 3. Request for Water Service at 4703 Aldrich Road Jack Weiss moved to recommend denial of water service. MOTION CARRIED 3-0. 20557 4. An Ordinance Amending Title 11 of the Bellingham Municipal Code Related to Parking Terry Bornemann moved to recommend that the proposed $10 increase in the Downtown be reduced to a $5 increase with the escalator part of the ordinance being taken out, and leaving the other increase to $30. MOTION CARRIED 2-1. Opposed: Michael Lilliquist 1 Terry Bornemann moved to recommend passage of the ordinance as amended. MOTION CARRIED 3-0. Adjournment 2

An Ordinance Amending Title 11 of the Bellingham Municipal p. 50 Code Related to Parking AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON, RELATING TO PARKING: INCREASING THE MAXIMUM ON- STREET PARKING TIME LIMIT TO SEVENTY-TWO HOURS; INCREASING PARKING INFRACTION PENALTIES; UPDATING AND CLARIFYING VARIOUS REGULATORY AND ADMINISTRATIVE PROVISIONS OF THE PARKING CODE; AND AMENDING CHAPTERS 11.18, 11.33, AND 11.36 OF THE BELLINGHAM MUNICIPAL CODE 1 Adjournment Agenda Information: Council Committee and Regular meeting agendas and agendas packets, which contain the supporting documentation for agenda items, are available to the public Thursday afternoon prior to the meeting. They are posted at www.cob.org/meetings on the Bellingham web site.
