Transportation Commission Minutes April 09, 2024, 6:00 PM Call to Order Commission Chair Addie Candib called the meeting to order at 6:00 PM Roll Call Members Present: Addie Candib, Chair; Tim Wilder, Vice Chair; Cindy Dennis; Caroline Dietzgen; Keith Moore; Jacki Quinn; Betty Sanchez; Katy Scherrer Staff Present: Michelle Cristelli; Eric Johnston; Karri Neuhauser; Joel Pfundt; Mike Wilson Approval of Minutes Approval of March’s meeting minutes will defer to May’s Transportation Commission meeting. Public Comment Laura Weiss spoke in support of the Bicycle Master Plan network and asked that Commissioners delay their endorsement and modify the plan policies and goals to be more specific, measurable, actionable, realistic and time-based. Jim Fonte spoke about the 2014 Bicycle Master Plan policies being more specific in some areas than the updated Bicycle Master Plan. Sonja Max expressed concerns about how a lack of specifics in the new Bicycle Master Plan might create issues if there was a change in city leadership. Jamin Agosti spoke about the impacts of the lack of specificity in the Bicycle Master Plan. Final commentor did not provide name and spoke to the change in the status quo related to Bicycle Master Plan. Agenda Items: Pedestrian Master Plan Endorsement A presentation was given on the updated Pedestrian Master Plan by Joel. A discussion between Commissioners and City staff on proposed improvements for the Pedestrian Master Plan followed. Bicycle Master Plan Endorsement A brief presentation was given on the updated Bicycle Master Plan by Joel. A discussion between Commissioners and City staff on proposed improvements to the Bicycle Master Plan and if the Commission should vote on endorsing Council adoption of the plan followed the presentation. Multiple approaches for next steps were discussed by Commissioners and City staff. A motion was made to endorse City Council adoption of the updated Pedestrian Master Plan and Bicycle Master Plan, pending finalization and integration of Commissioner comments based on the April 9, 2024, Commission meeting. The motion also requested that City staff add review of additional measurements and targets related to the Pedestrian Master Plan and Bicycle Master Plan goals to the 2025 Commission Work Plan. The motion carried 6-1, with 1 abstention. Bike Locker Rental Program A brief presentation was given by Joel on the logistics and rates for the new bike locker rental program. City staff answered Commissioner questions and received comments from Commissioners. Motion was made to endorse implementing the bike locker rental program rates, time durations and penalties. The motion passed 8-0. ES567 – Electrification of Transportation Phase 2 City staff was unable to present on this agenda item due to time restraints. 2024 Transportation Commission Work Plan City staff was unable to present on this agenda item due to time restraints.
