It is an in- person meeting and will be streamed on Zoom. Call to Order, Pledge of Allegiance and Roll Call. Beginning at 7:00PM Open to the Public Reports of the Mayor and the Trustees Report of the Village Attorney 1. Presentation by Diego Striesel, principal from Diesel Architecture, PLLC, of Holtsville, NY, regarding his assessment and proposed remedial structural actions for Village Hall’s restoration: façade, roof, and overall structure. (Exhibit 1) 2. Treasurer’s Reports - Financial Abstracts and Summary of Abstracts (Exhibit 2) Review of year-to-date financials through December 30, 2022 and the November 2022 payment cycle: • Resolution: _____ Approve General Fund Checking Abstract Report #1, Consisting of 77 vendors: a) General Fund Expenditures: $212,865.31 b) Enterprise Fund Expenditures: $8,407.70 Total $221,273.01 • Resolution # _____ Approve the Enterprise Fund Checking Abstract Report #2, consisting of 20 vendors totaling: $106,718.73 • Resolution# _____ Approve the Capital General Fund Checking Abstract Report #3, consisting of 1 vendor totaling: $6,460.00 • Resolution# _____ Approve the Capital Browns and Dock Fund Checking Abstract Report #3, consisting of 1 vendor totaling: $10,625.00 Page | 1 Final: December 19, 2022 • Resolution # ____ Approve the monthly budget transfers Report # 3 (Exhibit 3) 3. Resolution # ____ Approve the cost increase for the Code Vehicle from a 2022 F- 150 Truck to a 2023 model, under the $50,000 Grant Award (net increase an additional cost of $9,496.00. (Exhibit 3A) 4. Resolution # ____ Approve three (3) Village Vehicles determined to be of no longer use and requesting that they be excessed: 2002 Chevrolet Suburban; 2005 Chevrolet Suburban; 2005 Dodge Sedan (2 Door). (Exhibit 4) 5. Resolution: ___ Letter Agreement to engage EAB Architectural Design Services, Erik Bjorneby, Principal, for the Howells Point Erosion Project and Golf Course Outbuildings Project (Principal’s rate: $ 125.00/per hour). (Exhibit 5) 6. Resolution: ___ Letter Agreement to engage Land Use Ecological Services, expeditors to assist in the Howells Creek Erosion and the Golf Outbuildings Project (Principal’s rate: $ 225.00/per hour). (Exhibit: 6) 7. Resolution: ___ Letter Agreement to engage Pinnacle Land Surveyors LLP, Martin Read, Principal, to assist in the Howells Creek Erosion and the Golf Outbuildings Project. (Rate dependent on scope of work). (Exhibit: 7) 8. Resolution: ___ Approve Proclamation for Village Arbor Day Celebration on Earth Day, April 22nd of each year; and proceed with submission for “Tree City USA” Application. (Exhibit: 8) 9. Resolution: ___ Village Hall and DPW Holiday Schedule - Village Hall will be closed Friday, December 23 (employees are taking ½ from their Paid Time Off Bank on 12/23) and Monday, December 26. There will be no sanitation picked up on either day. All Sanitation will be picked up Tuesday, December 27. In addition, Village Hall will be closed Friday, December 30 (employees are taking ½ from their Paid Time Off Bank on 12/30) and Monday, January 2. There will be no sanitation picked up on either day.All Sanitation will be picked up on Tuesday,January 3. 10. Resolution: ___ Proposal of a Donation by the Thomas Family, 11 Shore Road, of a mature Cherry Tree for Osborn Park (Exhibit 9) 11. Updates: • We are preparing the village submission to HUD for its review and feedback. This submission is due by December 31, 2022 The Bellport Bay Infrastructure Improvements Grant Award obligates HUD funding of up to $2.8M, at 75% of the total cost, whereby the Village would fund Page | 2 Final: December 19, 2022 the remaining 25%, or $933,333, for a total potential project of $3,733,333. This 2021 Congressional Spending Allocation Grant Award is offered by the Federal Government through HUD. 12. Resolution # ____ Approve the following Special Events: (Exhibit 10): i. Winter Cocktail Party Fundraiser for the Boys and Girls Club – December 3, 2022 (retro-active approval) from set-up at Noon to closing and cleanup at 10:00PM.; expecting 125 participants. Sponsored by Peter Schulte at 9 Rogers Avenue. ii. Bellport High School Choir singing holiday carols on Main Street during the Bellport Chamber of Commerce Holiday Stroll on December 17, 2022 iii. Lighting of our Menorah on Thursday, December 22nd, at 5:45PM, on South Country Road in front of CVS/Bellport IGA. iv. Annual Bellport Bay 5K Run, sponsored by the Bellport Village Program Fund, July 9, 2023 (Rain Date: July 16, 2023); from 4PM-6PM; fundraiser for the Bellport Village Program Fund; expected participants: 300; participating organizations: Bellport Village, Bellport Fire Department; South Country Ambulance; Brookhaven Fire Department and the Suffolk County Police. v.) Request from resident to utilize Mothers’ Beach for the Wedding on July 22, 2023; one-half hour ceremony; less than 20 people (including 5 children); four cars. 13.
