Draft: February 13, 2023 Village of Bellport Work Session Board Meeting – February 13, 2023 A G E N D A – Subject to Change This meeting is open to the public in the Village Community Center, on Bell Street. It is an in- person meeting and will be streamed on Zoom. Executive Session at 5:00PM Work Session at 6:00PM: 1) Review of the Tentative 2021-2022 Financial Statements, by Jennifer Ditta, of Cullen Danowski. 2) Presentation of the draft Bellport Village Sustainability Plan by Chris Fitzsimmons of Johnson Controls Inc. (JCI). 3) Presentation of the Bellport Environmental Committee: “The 1000 Yards Campaign,” by Marc Rauch, Committee Chairperson. 4) Discussion: HUD Submission, Brown’s Lane/Shore Road, with Adon Austin, Lead Waterfront Engineer for GEI Consultants 5) Review Waterfront Budget: Revenues and Expenses. Presentation with the Bellport Village Waterfront Manager, Mark Leuly 6) Treasurer’s Report: a) Review of the year-to-date financials through January 31, 2022. 7) Discussion: Proposed Bellport Golf Course Daily Rates 8) Discussion: Order for a replace a sanitation truck, quote from Long Island Sanitation, which is under NYS sanction with Sourcewell, Contract #091219 9) Discussion: Proposed promotion for John Hartwell, DPW Employee, from Union Automated Equipment Operator to Maintenance Mechanic 3, salary change is commensurate with the starting level of this new position pay grade. 10) Discussion: Proposed draft Department of Public Works Safety Plan Page | 1 Draft: February 13, 2023 11) Discussion: New NYS Law authorizes volunteer firefighter and ambulance worker property tax exemption 12) Discussion: Budget possibility - Piercing the 2% Tax Cap, and setting of the Public Hearing Date on February 27, 2023. 13) Discussion: Trustee Assignment Change – Steve Macken: Department of Public Works; Nathan Rohrmeier: The Enterprise/Golf Course. 14) Discussion: Peddling/Soliciting Permit Proposal – Sale of Frozen Popsicles by Bike Cart at the Village Marina 15) Review Monthly Building Reports 16) Review Monthly Code Report 17) Discuss putting the village tentative tax roll on the website. 18) Discuss the Town of Brookhaven Community Development Block Grant for the senior program for 2024 contract. 19) Updates: a) FEMA Main Pier Project submission of partial payment request for $1.272M, of which the Village will receive 90%, or $1.148M. This is the first approved payment request by New York State Department of Homeland Security – Emergency Services (NYS DHSES). This week, we are continuing the submission payment process to NYS DHSES with the next tranche of $721K. We anticipate two additional requests, equaling a total of $1.107M, the remaining fees of the project. Today, February 23, 2023, the Village received its first partial payment, of $1,138,642.92, directly into our Dime Bank account. b) Congressionally Directed Spending Requests Fiscal Year 2022: $2.8M Awarded March 11, 2022 for the Marina Basin and Hum Marina; Received Letter of Invitation (LOI) from the US Department of Housing and Urban Development (HUD) and guidelines on July 28, 2022. The Grant Award of up to $2.8M, at 75% of the total cost, whereby the Village would fund the remaining 25%, or $933,333, for a total potential project of $3,733,333. This 2022 Congressional Spending Allocation Grant Award is offered by the Federal Government through HUD. c) Employee Search: the replacement of Kelly Stumpo, treasurer.
