Beginning at 6:00PM, in Executive Session, followed by the Regular Board Meeting Session, beginning at 7:00PM Open to the Public Reports of the Mayor and the Trustees Report of the Village Attorney 1) Presentation by Adon Austin, Waterfront Lead Engineer of Long Island, GEI Consultants, regarding the Shore Road Stormwater Drain Project. 2) Treasurer’s Reports - Financial Abstracts and Summary of Abstracts Review of year-to-date financials through March 31, 2023: 3) Resolution: _____ Approve General Fund Checking Abstract Report #1, Consisting of 70 vendors totaling $149,234.61 4) Resolution: _____ Approve Enterprise Fund Checking Abstract Report #2, Consisting of 26 vendors totaling: $197,541.11. 5) Resolution# _____ Approve Bellport Tax File: Warrants, as of April 12, 2023. 6) Resolution # ____ Approve the offer of employment to Darcia Palmer, as the Village Treasurer, her start date is May 15, 2023 7) Resolution # ____ Set Public Hearing for May 22, 2023 for the agreement between the Incorporated Village of Bellport and Cablevision of Brookhaven, Inc. Page | 1  Draft: April 24, 2023 8) Resolution # _____ Approve reduced fee for youth groups, such South Country Central School District, Bellport Boys and Girls Club, CEED, etc., to take the Whalehouse Point Ferry to Ho Hum, weekdays Monday-Thursday only, for a reduced fee of $5.00 per youth/participant. 9) Resolution # _____ Approve the Tara Crane’s resignation as of August 4, 2023, in order to pursue her education full-time in Sonography. Her work at the front desk and managing the senior program is very much appreciated. 10) Resolution # _____ Approve the donation of a 2008 Chevrolet Suburban from the Bellport Fire District. 11) Resolution # _____ Accept and Approve Meaghan Shannon – Paddle board lessons (Individual and Group Sessions) during the summer season, use of Row Boat Beach and Mothers Beach is $500.00 for the season. 12) Resolution _____ The 2023 Bellport Village Election: Mayor and 2 Trustee seats will be held on Tuesday, June 20, 2023, from 7am – 9pm at the Bellport Community Center, located at 4 Bell Street, Bellport NY, 11713. 13) Resolution# _____ Approve Lorraine Crowley as Chief Election Inspector for the 2023 Election, as well as 4 additional inspectors (individuals to be determined). 14) Resolution# ____ Approve Registration Day on June 10, 2023 at 12pm -5pm in Village Hall. All registrants must have a valid resident ID card. ID cards will not be printed after 12pm on Saturday June 10, 2023. Village Hall is open on Saturday’s mornings, starting May 6, through July 8, 2023, from 9am -12pm. 15) Updates: a) FEMA Main Pier Project submission of partial payment request for $1.272M, of which the Village will receive 90%, or $1.148M. This is the first approved payment request by New York State Department of Homeland Security – Emergency Services (NYS DHSES). This week, we are continuing the submission payment process to NYS DHSES with the next tranche of $721K. We anticipate two additional requests, equaling a total of $1.107M, the remaining fees of the project. On February 13, 2023, the Village received its first FEMA partial payment, of $1,138,642.92, directly into our Dime Bank account. b) Congressionally Directed Spending Requests Fiscal Year 2022: $2.8M Awarded March 11, 2022 for the Marina Basin and Hum Marina; Received Letter of Invitation Page | 2  Draft: April 24, 2023 (LOI) from the US Department of Housing and Urban Development (HUD) and guidelines on July 28, 2022. The Grant Award of up to $2.8M, at 75% of the total cost, whereby the Village would fund the remaining 25%, or $933,333, for a total potential project of $3,733,333. This 2022 Congressional Spending Allocation Grant Award has been offered by the Federal Government through HUD. • Recent Communication from HUD, received on March 7, 2023, regarding the FY2022 Community Project Funding: o Grant Award Letter o Funding Grant Guide o Grant Agreement o Assistance Award/Amendment Form 16) Resolution _____ Approve proceeding to amend an increase in the grant request by 15%, as permitted, for “soft engineering costs” for this project. If it is determined that these additional funds are not required, they will not be drawn down and utilized. c) Submission on March 6, 2023 - Congressionally Directed Spending Request, Fiscal Year 2024 – Howells Point Coastal Resiliency Project: The Village’s $4.44M Submission includes: Terminus of 3 Streets: S. Howells, Thornhedge, Otis, and the erosion on Howells Creek. It was delivered to Senator Schumer’s and Gillibrand’s Offices via a federal internet portal and we are hopeful for the next step in the process with the approval Senate Appropriations Committee for further consideration. In addition, we are completed our submission to US Representative Garbarino’s Office, on March 14, 2023. d) New York State budget funding requests to Senator Murry and Assemblyman DeStefano, on February 9, 2023. Villages of Bellport and Patchogue requesting funding for a shared service purchase of a bucket truck. Circuit Road .62 $185,000 e) Review/discuss two requests from Bellport Village non-profit organizations for building permit reduction/abatement for capital construction/infrastructure projects (with possible resolution): ▪ The South Country Public Library Page | 3  Draft: April 24, 2023 ▪ The Bellport Village Methodist Church f) Update: Bellport Village Sustainability Plan with Johnson Controls Inc. (JCI). g) Update: Bellport Environment Committee, Celebrations held on the morning of April 22nd: Earth Day and Arbor Day, with the planting of a Swamp Bicolor White Oak Tree - Quercus bicolor, and the launch of the 1000 Yard Campaign, in Village Hall Park. To apply and become a participant in the 1000 Yard Campaign, a resident must agree to not use high-nitrogen fertilizers, or herbicides/pesticides on their lawns; and they must agree to one, or both of the following; 1) have replaced part of their lawn with native vegetation, and/or 2) have planted a native oak tree. h) Village Hall Restoration, Diego Stiesel and Jason Crane: Remediation Budget and Timing - Façade, Roof, Wall Structure i) Update: Fees for use of the Boat Launch at Bellport Village Marina: $500 per season commercial permit for proprietors; Deputy Clerk Katie Mehrkens secured funds from two companies and is continuing to pursue others who utilize our launch during the upcoming boating season. j) Update: Seasonal Mosquito Spraying at Ho Hum Beach - Permission has already been given to the Village from Fire Island National Seashore by following its 15 mandatory conditions. 17) Resolution # ____ Special Events a. Residents, The Karp Family, Post Wedding Celebration, June 24, 2023, at from 6:00PM to 9:00PM, at their home:16 Rogers Avenue, approximately 100 attendees. b. Residents, Angelika and Clyde Parker Family, Wedding of their son and his intended Allie Bazinet, July 3, 2023, 4;00PM, at the Bellport Village Marina on Osborn Park, or Mothers Beach, to be determined, approximately 60 guests. c. Bellport Chamber of Commerce - Bellport’s First Oyster Festival; Oyster Farmers severing oysters, Antique Dealers, Decoy Dealers on Main Street.
