Draft: May 8, 2023 Village of Bellport Special Emergency and Work Session Board Meeting May 8, 2023 A G E N D A – SUBECT TO CHANGE This meeting is open to the public in the Village Community Center, on Bell Street. It is an in- person meeting and will be streamed on Zoom. Special Emergency Board Meeting beginning at 6:00PM, with a Board Work Session to immediately follow: 1) Presentation of the Shore Road Project, by Adon Austin, GEI Consultants. 2) Presentation of the Bellport Village Golf Couse Building Project, by Eric Bjorneby, RA, President, EAB Architectural 3) Treasurer’s Report: a) Review of the year-to-date financials through April 30, 2023. 4) Discussion: Cablevision Agreement renewal and draft resolution 5) Discussion: Intermunicipal Agreement between the Town of Brookhaven and the Village of Bellport for Fire Marshal Services 6) Discussion: Renewal of the Intermunicipal Agreement between the Town of Brookhaven and the Village of Bellport for Functional Consolidated Assessment Functions 7) Discussion: Munistadt Municipal Advisor Services Agreement 8) Discussion: Draft Tennis Director Agreement for the 2023 Season 9) Discussion: Draft Bellport Bay Yacht Club License and Lease Agreements 10) Discussion: 24 Country Club Road: Dead end road remediation 11) Discussion: Donation of an Kranich & Bach Upright Piano for our Village Community 12) Review Monthly Building Reports Page | 1 Draft: May 8, 2023 13) Review Monthly Code Report 14) Updates: a) FEMA Main Pier Project submission of partial payment request for $1.272M, of which the Village will receive 90%, or $1.148M. This is the first approved payment request by New York State Department of Homeland Security – Emergency Services (NYS DHSES). This week, we are continuing the submission payment process to NYS DHSES with the next tranche of $721K. We anticipate two additional requests, equaling a total of $1.107M, the remaining fees of the project. On February 13, 2023, the Village received its first FEMA partial payment, of $1,138,642.92, directly into our Dime Bank account. b) Congressionally Directed Spending Requests Fiscal Year 2022: $2.8M Awarded March 11, 2022 for the Marina Basin and Hum Marina; Received Letter of Invitation (LOI) from the US Department of Housing and Urban Development (HUD) and guidelines on July 28, 2022. The Grant Award of up to $2.8M, at 75% of the total cost, whereby the Village would fund the remaining 25%, or $933,333, for a total potential project of $3,733,333. This 2022 Congressional Spending Allocation Grant Award is offered by the Federal Government through HUD. • Recent Communication from HUD, received on March 7, 2023, regarding the FY2022 Community Project Funding: o Grant Award Letter o Funding Grant Guide o Grant Agreement o Assistance Award/Amendment Form c) Submission on March 6, 2023 - Congressionally Directed Spending Request, Fiscal Year 2024 – Howells Point Coastal Resiliency Project: The Village’s $4.44M Submission includes: Terminus of 3 Streets: S. Howells, Thornhedge, Otis, and the erosion on Howells Creek. It was delivered to Senator Schumer’s and Gillibrand’s Offices via a federal internet portal and we are hopeful for the next step in the process with the approval Senate Appropriations Committee for further consideration. In addition, we are completing our submission to US Representative Garbarino’s Office. d) New York State budget funding requests to Senator Murry and Assemblyman DeStephano, on February 9, 2023. . e) Village Hall Restoration, Diego Stiesel and Jason Crane: Remediation Budget and Timing - Façade, Roof, Wall Structure Page | 2 Draft: May 8, 2023 f) Update: Bellport Environment Committee, 1000 Yard Symposium. 15) Special Events: a) Bellport Village Environmental Committee: Ho Hum Beach Clean-Up, Sunday, May 21, 2023, from 10AM to Noon. Just arrive at the Village Dock and our Ferry will take you over and back. b) The Advance, Terry Tuthill to Moderate a “Debate on the Green” of the Mayoral and Trustee Candidates for our upcoming election on Saturday, June 10, 2023, at 10AM (rain Date: June 17th), at the Village Hall Green c) New York State Senator, Dean Murray, is hosting a Boater’s Safety Course taught by the US Coast Guard Auxiliary on June 10, 2023, from 8:00AM – 5:00PM, a full day event. The course is free for participants. d) Opera Bellport with the Bellport Historical Society: Musical Evening Opera and More – Saturday, July 22, 2023, form 5PM to 10:00PM, at the Bellport Brookhaven Historical Society (alternate rain space our Village Community Center). 16) Review the proposed draft Board Meeting Minutes of April 24, 2023.
