Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Cub Scout
Pack 153.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Cub Scout
Pack 153.

Invocation. The Invocation will be given by Darren Walker, Pastor of First United
Methodist Church.

Consent Agenda
Items 4-5 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately.

5. Consider authorizing the City Manager to accept a STEP Wave DWI grant from the
Texas Department of Transportation and sign the grant agreement.
FY 2017 Budget
6. Receive public comments on the FY2017-2021 Belton Strategic Plan.
7. Conduct a public hearing on the proposed 2016 Property Tax Rate used for the FY
2017 Annual Budget.
8. Conduct a public hearing for the City of Belton Budget for fiscal year beginning
October 1, 2016, and ending September 30, 2017.
9. Consider setting the date, time and place of the meeting at which the FY 2017
budget will be voted on.
10. Announce the date, time and place of the meeting at which the tax rate will be voted
on.
Miscellaneous
11. Receive a presentation and consider a resolution adopting the City of Belton Parks
and Recreation Strategic Master Plan 2016-2026.
Growth Management
12. Receive Growth Management Study on seven (7) areas authorized for analysis for
possible annexation into the City of Belton, including:
Approximately 716.44 acres located on the east side of IH 35, along and
Area 1 south of Decker Road. The tract extends southward to the Lampasas River,
and extends along the river to the south and southeast, connecting to
existing city limits, east of Toll Bridge Road.
Area 2 Approximately 203.17 acres located on the east side of IH 35, between the
east/west portion of the Lampasas River and Elmer King Road.
Approximately 262.4 acres located south of the intersection of IH 35 and the
Lampasas River. The tract extends along the west side of IH 35, measuring
Area 3 approximately 1,000’ in width, and would add 1,000’ additional on the west
side of IH 35 to the current 1,000’ total city limit width centered on IH 35. The
tract extends southward along IH 35 south of Amity Road, and adjoins the
Salado ETJ line.

Approximately 318.71 acres located south of the intersection of IH 35 and
the Lampasas River. The tract extends along the east side of IH 35,
Area 4 measuring approximately 1,000’ in width, and would add 1,000 additional
feet to the current 1,000’ total city limit width centered on IH 35. The tract
extends southward along IH 35 south of Amity Road, and adjoins the Salado
ETJ line.
Approximately 228.27 acres located along and north of Sparta Road and
Area 5 west of the existing city limits, extending west to FM 439, and east along
Sparta Road to the city limits.
Area 6 Approximately 24.10 acres located generally along the proposed north/south
alignment of Lake-to-Lake Road, north of Sendero Estates Subdivision, and
south of FM 93.
Area 7 Approximately 2.713 acres located on the south side of Avenue O, between
Avenue O and Old Golf Course Road.
13. Consider a resolution directing the City Manager to prepare Municipal Service
Plans and set Public Hearings for October 25, 2016, and November 1, 2016,
regarding the annexation of these seven (7) areas.
14. Receive a report and consider a recommendation related to the North Main Street
Traffic Safety Enhancement Project.
The City Council reserves the right to adjourn into Executive Session at any time
regarding any issue on this agenda for which it is legally permissible.
