Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Fire Chief
Bruce Pritchard.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by
Councilmember Dan Kirkley.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Andy Davis, Senior Pastor of First Baptist
Church of Belton.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record, and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
3. Presentations and Recognitions:
A. Belton Area Chamber of Commerce Parade Committee presentation to the City.
B. Recognition of the City of Belton’s Finance Department for receiving the
Distinguished Budget Presentation Award from the Government Finance Officers
Association (GFOA) for the 25th consecutive year.

Consent Agenda
Items 4-8 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately.
4. Consider the minutes of the July 11, 2017, City Council Meeting.
5. Consider appointments to Public Property Finance Corporation Board of Directors
6. Consider a resolution denying Oncor Electric Delivery Company LLC’s application
to change rates within the City of Belton.
7. Consider adopting the City’s Internal Ethics and Compliance Policy.
8. Consider authorizing payment of $75,000 to Bell County for the TIRZ cost
participation in the West Central Parking Lot project, as approved in the FY2017
budget.
Planning and Zoning
9. Hold a public hearing and consider a zoning change from Planned Development
Office-1 to an amended Planned Development Office-1 Zoning District for a small
event venue at 320 South Main Street, located on the northwest corner of West
Avenue C and South Main Street.

10. Receive a presentation on the proposed Hotel/Motel Fund budget for FY 2018:

11. Receive presentations from the following City departments concerning their
mission, annual accomplishments and goals:

Executive Session
12. Executive Session pursuant to the provisions of the Texas Open Meetings Act,
Chapter 551, Govt. Code, Vernon's Texas Codes Annotated, in accordance with the
authority contained in Section 551.072, to discuss real estate transaction.
