Leigh will participate in the meeting via videoconference from Chicago, Illinois. Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Councilmember Dan Kirkley. Texas Pledge. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. Consent Agenda Items 3-10 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. Consider authoring the City Manager to enter into an agreement with Central Texas Council of Governments (CTCOG) which allows for the Belton Fire Corps (BFC) to utilize their facility as the BFC main office. 5. Consider authoring the City Manager to execute multiple Automatic Aid Agreements with surrounding Cities and/or surrounding Fire Departments. 6. Consider adopting a resolution of support for HB10 (SB14) as it may be reconsidered in the upcoming special session of the Texas Legislature. 7. Consider adopting a resolution of support endorsing the Opioids Settlement Agreement negotiated by the Texas Attorney General. 8. Consider authorizing a license agreement with Miller’s Smokehouse to allow for use of the public right of way for a curbside pick-up on N. Penelope Street adjacent to their restaurant at 300 E. Central Avenue. 9. Consider a Façade Improvement Grant (FIG) Application to renovate the front and rear façades at 207 E. Central Avenue, in the Downtown Belton Commercial Historic District, on the south side of East Central Avenue, west of North Penelope Street and east of North East Street. 10. Consider authorizing the City Manager to execute an agreement with the Central Texas Council of Governments (CTCOG) to continue funding for the volunteer coordinator position for the Belton Police Department’s RUOK? senior adult outreach program. Miscellaneous 11. Consider adopting a resolution affirming Belton’s need for additional water treatment capacity by BCWCID #1 in the amount of 4-5 MGD. 12. Consider award of bid and authorizing the City Manager to execute the construction contract for the Northwest Belton Elevated Water Storage Tank project, and any change orders associated with the contract, not to exceed the amount authorized under State law. 13. Consider authorizing the City Manager to enter into a professional services agreement with KPA Engineers for construction administration services for the Northwest Belton Elevated Water Storage Tank project. 14. Hold a public hearing and consider ordinance amendments to Section 503, relating to the sidewalk standards, of the Belton Subdivision Ordinance and adopting the Sidewalks, Trails and Shared Use Path Master Plan. Ratify the increase in total property tax revenue as reported in the Fiscal Year 2022 Annual Budget for the City of Belton, Texas. THIS BUDGET WILL RAISE MORE REVENUE FROM PROPERTY TAXES THAN LAST YEAR’S BUDGET BY AN AMOUNT OF $865,593, WHICH IS A 9.68 PERCENT INCREASE FROM LAST YEAR’S BUDGET. THE PROPERTY TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR IS $235,230. 17. Consider an ordinance adopting the Fiscal Year 2022 Annual Budget for the City of Belton, Texas. THIS BUDGET WILL RAISE MORE REVENUE FROM PROPERTY TAXES THAN LAST YEAR’S BUDGET BY AN AMOUNT OF $865,593, WHICH IS A 9.68 PERCENT INCREASE FROM LAST YEAR’S BUDGET. THE PROPERTY TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR IS $235,230. 18. Consider an ordinance adopting the 2021 ad valorem tax rate not to exceed $0.6300 per $100 of taxable value. THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 9.69 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $48.30.
