Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember John R. Holmes, Sr.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Executive
Director of the Belton Economic Development Corporation, Cynthia Hernandez.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Councilmember Craig Pearson.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
3. Proclamation: Manufacturing Day – October 1, 2021
Consent Agenda
Items 4-8 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately.
4. Consider minutes of September 14, 2021, City Council Meeting.

5. Consider authorizing the City Manager to extend an agreement for Visitor Center
support with the Belton Area Chamber of Commerce for FY2022.
6. Declare the two lots at 504 E. Avenue R as surplus property and authorize the City
Manager to sell them to the highest bidder.
7. Consider adopting a resolution authorizing the submittal of a grant application
through the Economic Development Administration (EDA), American Rescue Plan
Act-Economic Adjustment Assistance for ROW water/sewer infrastructure utilities at
the former Rockwool Industries, Inc. (BWI) site for shovel ready developments.
8. Consider a revised Interlocal Government Agreement between the City of Belton
and Bell County concerning joint regulation of subdivision platting in Belton’s
extraterritorial jurisdiction (ETJ).
Planning and Zoning
9. Hold a public hearing and consider an amendment to an existing Planned
Development – Commercial Highway Zoning District to revise the master site plan to
incorporate new facilities at the Bell County Justice Center, at 2405 S. Loop 121,
located east of Loop 121 and south on Huey Drive.
10. Hold a public hearing and consider a zoning change from Multifamily Residential
(MF) to a Planned Development – Multiple Family Residential (PD-MF) Zoning
District on approximately 6.05 acres south of West Avenue O and east of Belle
Meadow Drive.
11. Hold a public hearing and consider a zoning change from Planned Development-
Single Family Residential-2 (PD-SF2) to Neighborhood Service (NS) Zoning District
on approximately 5.09 acres located on Huey Drive and described as Liberty Valley
Phase I, Block 006, Lot 0001.
12. Hold a public hearing and consider a zoning change from Single Family Residential-
2 with a Conservation Revitalization Overlay to a Planned Development – Single
Family Residential-2 with a Conservation Revitalization Overlay on approximately
0.258 acre at 519 Surghnor Street, located south of West Avenue D and on the east
side of Surghnor Street.
13. Consider an amended final plat for West Canyon Trails Phase III Subdivision,
located east of Loop 121 and south of Laila Lane.
14. Consider an ordinance adopting the Sidewalk, Trails and Shared Use Paths Master
Plan and amendments to Section 503 of the Belton Subdivision Ordinance relating
to the requirements of sidewalks.
