Belton City Council Meeting March 8, 2022 – 5:30 P.M. The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor Wayne Carpenter, Mayor Pro Tem David K. Leigh (Zoom) and Councilmembers Craig Pearson, Guy O’Banion and Daniel Bucher. City Councilmembers Dan Kirkley and John R. Holmes, Sr. were absent. Staff present included Sam Listi, John Messer, Amy Casey, Gene Ellis, Mike Rodgers, Megan Odiorne, Jon Fontenot, Chris Brown, Charlotte Walker, Matt Bates, Bob van Til, Paul Romer, Kim Kroll, Tina Moore, Cynthia Hernandez, Judy Garrett and Jo-Ell Guzman. The Pledge of Allegiance to the U.S. Flag was led by Councilmember Daniel Bucher, and the pledge to the Texas Flag was led by Assistant City Manager/Chief of Police Gene Ellis. The Invocation was given by Councilmember Craig Pearson. 1. Call to order. Mayor Carpenter called the meeting to order at 5:31 p.m. 2. Public Comments. (Audio 1:23) • Rae Schmuck, 2200 Legacy Landing, Belton – announced she is moving to Georgetown at the end of the month. She wished everyone well. • Woody Durbin, 308 E. 20th Avenue, Belton – stated that the Professional Disc Golf tournament would be in Belton in March. • Marcia Cross, 5483 Denman’s Loop, Belton – wants the City to consider making Belton the Cowgirl capitol of the nation and have a Cowgirl statue erected in Belton. 3. Recognize the City of Belton’s Finance Department for receiving the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) for the 30th consecutive year. (Audio 7:27) Mayor Wayne Carpenter and City Manager Sam Listi recognized Director of Finance Mike Rodgers and Senior Accountant Megan Odiorne who accepted the award on behalf of the Belton Finance Department. Consent Agenda Items 4-6 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. (Audio 12:20) 4. Consider minutes of February 22, 2022, City Council Meeting. 5. Consider authorizing the City Manager to execute a contract with Target Solutions for the Police Department roof replacement through the Interlocal Purchasing System (TIPS) purchasing cooperative. Upon a motion by Councilmember Pearson, and a second by Councilmember Bucher, the Consent Agenda, including the following captioned ordinance, was unanimously approved upon a vote of 5-0. Hold a public hearing and consider the disposition of property described as Dawson Ranch Phase III, Block 002, Lot 0002, a variable width drainage easement, located north of Chisholm Trail Parkway, between Twin Ridge Court and De Leon Circle. (Audio 13:30) City Manager Sam Listi presented this item. Public Hearing: Zachary Krueger, 1802 Green Haven Drive – against disposing of the property David Orsag, 1800 Green Haven Drive – against disposing of the property Linda Miller, 3305 De Leon Circle – against disposing of the property Donna Leune, 3303 De Leon Circle – against disposing of the property Jim Hightower, 320 N. 9th Street – developer Kayla Landeros, 10 N. 2nd Street – attorney representing Mr. Hightower Mayor Pro Tem Leigh made a motion to approve the land swap with the proposed minimum requirements included. Minimum conditions for disposition of Lot 2, Block 2, Dawson Ranch Phase III to Mr. Hightower include: Belton City Council Meeting March 8, 2022 – Page 3 • The drainage, utility and access easements shall remain open and unobstructed at all times for servicing public infrastructure, improvements, and utilities. • Construction of permanent improvements is prohibited. • Construction of buildings, fences, gates, irrigation systems, and other temporary improvements is prohibited. • Property shall be kept in its natural state and shall be maintained by the owner in accordance with City Standards. • Land clearing and brush removal is allowed. • Tree removal is subject to the City’s Landscape Ordinance. The motion was seconded by Councilmember O’Banion and was approved upon a vote of 4-1 with Councilmember Bucher providing the dissenting vote. Mayor Pro Tem Leigh left the meeting at 6:32 p.m. 8. Consider authorizing a license agreement with Arusha Coffee Company to allow for an 8’x20’x8’ storage container to be placed in the City parking lot located on North 1st Street between Penelope and East Streets. (Audio 1:00:56) Planner Tina Moore presented this item. Jacques Ernest, representing the applicant, was present to answer questions. Public Hearing: No one spoke for or against the item. Upon a motion by Councilmember Pearson, and a second by Councilmember O’Banion, the license agreement for a term of up to three years was unanimously approved upon a vote of 4-0. 9. Receive a presentation on the Annual Comprehensive Financial Report for the Fiscal Year ended September 30, 2021. (Audio 1:14:16) Director of Finance Mike Rodgers and Kristy Davis, representing the audit firm, presented this item. No action was required of the Council on this item. 10. Receive a presentation and consider a resolution adopting the City of Belton Parks and Recreation Strategic Master Plan Update for 2022-2026. (Audio 1:29:20) Director of Public Works Matt Bates presented this item. Upon a motion by Councilmember Bucher, and a second by Councilmember Pearson, the Parks and Recreation Strategic Master Plan Update, including the following captioned resolution, was unanimously approved upon a vote of 4-0.
