City of Belton, Texas City Council Meeting Agenda Tuesday, April 12, 2022 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Mayor Wayne Carpenter. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of Finance Mike Rodgers. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Craig Pearson. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Presentation by Belton ISD Superintendent Matt Smith regarding the proposed BISD bond election. Consent Agenda Items 4-9 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. Consider reappointments to Texas Dormitory Finance Authority Board of Directors. 6. Consider an assignment of the parking lease agreement between the City and Robert Dominguez, Jr., for use in the Gin and Coop Redevelopment project. 7. Consider a resolution authorizing the submittal of a grant application to the U.S. Department of Transportation Rebuilding American Infrastructure with Sustainability and Equity (RAISE) for the S. Connell Street Capacity Improvement Project, between IH-14 and S. Loop 121. 8. Consider a resolution authorizing the submittal of an application for FY2023 Community Project Funding for the E. Central Avenue Bridge Replacement Project. 9. Consider rejecting all bids received for the 2018 Street and Utilities Project – Avenue S Waterline from South Wall Street to Miller Street. Miscellaneous 10. Hold a second public hearing and consider authorizing the City Manager to execute a strategic partnership agreement with River Farm Municipal Utility District of Bell County. 11. Consider an ordinance amending Section 38 of the Zoning Ordinance, Sign Regulations, to add sign lighting standards for Changeable Copy Message Signs. 12. Consider a resolution amending Resolution 2021-25-R reaffirming Belton’s need for additional water treatment capacity by BCWCID #1 in the amount of 4 MGD and recognizing the increased estimated prorated cost of $22M. 13. Receive a report on the financial condition of the City’s equipment replacement funds and consider funding alternatives for the FY2023 annual budget. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
