City of Belton, Texas City Council Meeting Agenda Tuesday, May 23, 2023 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Mayor Pro Tem John R. Holmes, Sr. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of Public Works Matt Bates. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Craig Pearson. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Recognize former Mayor Wayne Carpenter for his service excellence and dedication to the office of Mayor November 2020 – May 2023. Consent Agenda Items 4-5 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. 4. Consider the minutes of the May 9, 2023, City Council meeting. City Council Meeting Agenda May 23, 2023 Page 1 of 3 5. Consider appointment/reappointments to the Ethics Commission. Planning and Zoning 6. Z-23-10 – Hold a public hearing and consider a zoning change from Agricultural to Commercial-2 District on an approximately 0.898-acre property located at 7272 Rattlesnake Trail, south of Interstate 14 and east of Simmons Road. (previously postponed) 7. Z-23-07 – Hold a public hearing and consider a zoning change from Agricultural to Commercial-2 District on an approximately 1.96-acre property located at 5880 W. US Hwy 190 Service Road, north of Interstate 14 and east of George Wilson Road. 8. P-23-15 – Consider a final plat for West Avenue O Professional Center, comprising 1.456 acres, located at 1261 W. Hwy 190 Service Road, on Interstate 14 Frontage Road east of Loop 121 and west of Connell Street. Miscellaneous 9. Receive a presentation on the annual tax appraisal process and results for the City of Belton from Billy White, Chief Appraiser, Tax Appraisal District of Bell County. 10. Consider award of bid and authorizing the City Manager to execute the construction contract for the College/13th Avenue Improvements and Annual Street Maintenance Project, and any change orders associated with the contract, not to exceed the amount authorized under State law. 11. Consider award of bid and authorizing the City Manager to execute the construction contract for the Southwest Parkway Improvements Project, and any change orders associated with the contract, not to exceed the amount authorized under State law. 12. Consider authorizing the City Manager to enter into a professional services agreement with Turley Associates for construction administration services for the Southwest Parkway Improvements Project. FY2024 Budget 13. Receive a presentation on the Strategic Plan Update. 14. Conduct a work session on FY2024 budget considerations including, but not limited to, the following funds: A. General Fund B.
