Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Dave Covington.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by BEDC
Executive Director Cynthia Hernandez.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Councilmember Wayne Carpenter.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
3. Present Scholarships from Waste Management, Inc. to Belton ISD graduating
seniors.
Consent Agenda
Items 4-10 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately.

4. Consider the minutes of previous meetings:
A. May 23, 2023, City Council Workshop meeting; and
B. May 23, 2023, City Council Regular meeting.
5. Consider appointments/reappointments to the following Boards and Commissions:
A. Parks Board – Diane Ring, Jason Wolfe, Ted Smith
B. Tax Increment Reinvestment Zone Board of Directors – Stephanie O’Banion
C. Planning and Zoning Commission – Quinton Locklin, David Jarratt, Dominica
Garza, Justin Ruiz
D. Belton Economic Development Corporation Board of Directors – John R.
Holmes, Sr.
6. Consider an ordinance on first reading granting a franchise to Oncor Electric
Delivery Company, LLC, and set a public hearing and second reading for June 27,
2023.
7. Consider authorizing the purchase of a Sewer Vacuum and Jetting Trailer as
provided for in the Capital Equipment Replacement Fund through the Sourcewell
Purchasing Cooperative.
8. Consider authorizing the purchase of a Fire Command Vehicle and associated
equipment as provided for in the Capital Equipment Replacement Fund through the
BuyBoard Purchasing Cooperative.
9. Consider authorizing an Automatic Aid Agreement with the newly formed Nolanville
Fire Department.
10. Consider authorizing the City Manager to enter into a professional services
agreement with KPA Engineers for construction administration services for the
College Street/13th Avenue Improvements Project.
FY2024 Budget
11. Conduct a work session on FY2024 budget considerations including, but not limited
to:
A. Water and Wastewater Fund
B. Drainage Fund
12. Receive a report on the FY2024-FY2028 Capital Improvement Program and provide
input on projects and scheduling for inclusion in the FY2024 budget.
The City Council will recess and reconvene in closed session in the Smith Room
for the following item:

Executive Session
13. Executive Session pursuant to the provision of the Open Meetings Law, Chapter
551, Govt. Code, Vernon's Texas Codes Annotated, in accordance with the authority
contained in Section 551.072, Deliberations Regarding Real Property.
The City Council will recess and reconvene in open session in the Wright Room
to consider action on the following items:
14. Consider authorizing the BEDC Executive Director to execute a contract with B&D
Mays Limited Partnership for the purchase of 8.78 acres on 6th Avenue and
Birdwell.
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
