City of Belton, Texas City Council Meeting Agenda Tuesday, March 26, 2024 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Councilmember Daniel Bucher. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of Finance Mike Rodgers. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Mayor David K. Leigh. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. Consent Agenda Items 3-7 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. 3. Consider the minutes of the March 12, 2024, City Council meeting. City Council Meeting Agenda March 26, 2024 Page 1 of 3 4. Consider authorizing the City Manager to execute a Development Agreement between the City of Belton and the University of Mary Hardin-Baylor, regarding street reconstruction located on W. 11th Avenue, between N. Main Street and Pearl Street. 5. Consider authorizing Change Order #1 to the contract with CLA-VAL for the City- Wide Pressure Reducing Valve Maintenance Project. 6. Consider a resolution authorizing the execution and delivery of Addendum #6 to the Amended and Restated Water Supply Contract with Bell County Water Control and Improvement District No. 1, in connection with Belton’s share of Bell County Water Control and Improvement District No. 1 Water System Revenue Bonds, Series 2024, for the expansion of existing water supply and treatment facilities at the Lake Belton Water Treatment Plant and modifications to the existing water supply and treatment facilities, the principal balance of which shall not exceed $27,205,000. 7. Consider authorizing the City Manager to execute a contract with Blue Skies Associates, Ltd., for data migration services related to the new Police Department records management system. Planning and Zoning 8. Z-24-05 – Hold a public hearing and consider a zoning change from Commercial Highway (CH) to Single Family-3 with Conservation Revitalization Overlay (SF-3 w/ CR Overlay) on approximately 0.1430 acres located at 401 W. Avenue J. 9. Z-24-06 – Hold a public hearing and consider a zoning change from Planned Development (PD) – Expo to Planned Development (PD) – Commercial District 1 (C1), on approximately 8.406 acres located at 2905 S. IH 35 Service Road. 10. Z-24-07 – Hold a public hearing and consider a zoning change from Single Family-2 (SF-2) to Planned Development – Single Family-3 (PD-SF-3) on approximately 0.5592 acres located at 305, 307, and 309 E. Avenue Q. 11. P-24-01 – Hold a public hearing and consider a residential replat of the Samuel Davis Subdivision Phase II, Lots 1 and 2, to create 3 residential lots, located at 305, 307, and 309 E. Avenue Q, on 0.5592 acres at the northwest corner of E. Avenue Q and S. Wall Street. 12. Z-24-08 – Hold a public hearing and consider a zoning change from Planned Development – Retail (PD-R) to Amended Planned Development – Retail (Amended PD-R) on approximately 0.775 acres located at 500 S. Consider award of bid and authorizing the City Manager to execute the construction contract for the Standby Generator Project for City Hall, Water Department, and Wastewater Facilities, and any change orders associated with the contract not to exceed the amount authorized under State law. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
