City of Belton, Texas City Council Meeting Agenda Tuesday, May 14, 2024 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Councilmember Craig Pearson. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of Communications Paul Romer. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Mayor David K. Leigh. 1. Call to order. 2. Presentation of Council pay for May 2023 – May 2024. 3. Consider an ordinance canvassing the May 4, 2024, Special Election returns. 4. Administer the Oath of Office to newly elected Councilmembers: Craig Pearson – Councilmember, Place 3 David K. Leigh – Councilmember, Place 4 5. Reorganization of the City Council: A. Select Mayor for one-year term B. Select Mayor Pro Tem for one-year term 6. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your City Council Meeting Agenda May 14, 2024 Page 1 of 3 comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. Consent Agenda Items 7-15 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. 7. Consider minutes of previous meetings: A. April 23, 2024, City Council Workshop Meeting. B. April 23, 2024, City Council Regular Meeting. 8. Consider appointments to the following Boards/Commissions: A. Ethics Commission (Jude Austin, Bert Peeples, Amanda Lufburrow replacing Mark Fitzwater, Brooke Morrow, Nicholas Rabroker, Mike Ratliff, Cathy Fox) B. Planning and Zoning Commission (Kelsey Vitek replacing Brett Baggerly, Nicole Fischer, Luke Potts, Alton McCallum) 9. Consider approval of an ordinance on first reading and set a public hearing and second reading for May 28, 2024, granting a commercial solid waste collection franchise to BVR Waste and Recycling. 10. Consider adopting a resolution to renew the reservation contract with the Texas Department of Housing and Community Affairs and adopt an Affirmative Fair Housing Marketing Plan and Waitlist Policy regarding the Texas HOME Grant Program. 11. Consider authorizing the City Manager to execute a contract with Blue Skies Associates, Ltd., for data migration services related to the Police Department’s new records management system. 12. Consider a resolution confirming consent to increase the amount of Bell County Municipal Utility District (MUD) No. 1 bonds that may be issued for roads in the amount of $3,355,000 as provided for in the Development Agreement between the City, the MUD, and W&B Development II, LLC. 13. Consider the purchase of a prefabricated restroom facility from CXT through the Sourcewell Purchasing Cooperative for the Standpipe Park Project. Consider an amendment to the Interlocal Agreement between the City of Belton and the University of Mary Hardin-Baylor related to law enforcement cooperation. 15. Consider authorizing an extension to the Development Agreement and Repurchase Agreement between BEDC, Glass Expanse and Bell McKinnon Properties, LLC. Regular Agenda 16. Receive a presentation and consider a resolution of support for the Leadership Belton Gateway Monument. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
