Consider an amendment to the Development Agreement between the City of Belton and the University of Mary Hardin-Baylor, regarding street reconstruction located on W. 11th Avenue, between N. Main Street and Pearl Street. Budget – FY2025 6. Receive a presentation and discuss the Strategic Plan and Long-Term Goals of the City of Belton. Planning and Zoning 7. Z-24-09 – Hold a public hearing and consider a zoning change from Light Industrial to Planned Development – Light Industrial (PD-LI) on approximately 13.475 acres located at 212 Groves Road. 8. Consider authorizing a Street Use License Agreement with MEL3, LLC, to allow the construction of a wooden deck for outdoor dining in the public right-of-way on N. East Street. Miscellaneous 9. Consider award of bid and authorizing the City Manager to execute the construction contract for the Standpipe Park Project, and any change orders associated with the contract not to exceed the amount authorized under State law. 10. Consider authorizing the City Manager to execute a professional services agreement with KPA Engineers for the design of the S. Connell Street Reconstruction and Drainage Improvements project.
