Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Dave Covington.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by BEDC
Executive Director Cynthia Hernandez.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Councilmember Stephanie O’Banion.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
Consent Agenda
Items 3-5 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately.

4. Consider a resolution releasing 37.18 acres, owned by Billy B. Dunlap, and known
as BellCAD Property ID #31171, from the City of Belton’s ETJ.
5. Consider a resolution releasing the following properties, owned by Salado
Independent School District, from the City of Belton’s ETJ:
A. 6.185 acres and known as BellCAD Property ID #507510;
B. 2.747 acres and known as BellCAD Property ID #507511; and
C. 40.0 acres and known as BellCAD Property ID #509610.
Miscellaneous
6. Hold a public hearing and consider items related to the application from Belle Oaks
Apartments, LP, to the Texas Department of Housing and Community Affairs, for
2023 Housing Tax Credits for Belle Oaks Apartments:
A. MOU for a Comprehensive Management and Operations Plan; and
B. Resolution of No Objection to the issuance of tax credits.
7. Consider award of bid and authorizing the City Manager to execute a contract with
TTG Utilities for the construction of the North Belton Waterline Replacement Project,
and any change orders associated with the contract, not to exceed the amount
authorized under State law.
8. Consider authorizing the City Manager to enter into a professional services
agreement with KPA Engineers for construction administration services for the North
Belton Waterline Replacement Project.
Budget FY2025
9. Conduct a work session on FY2025 budget considerations including, but not limited
to, the following funds:
A. Hotel/Motel Tax Fund
B. TIRZ Fund
C. Information Technology Fund
D. Building Maintenance Fund
E. BEDC Fund
F. General Fund (update from previous meeting)
G. Debt Service Fund (update from previous meeting)
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
