Belton Gity Council Meeting
June 25,2024 - 5:30 P.M.
The Belton City Council met in regular session in the Wright Room of the Harris
Community Center. Members present included Mayor David K. Leigh (via Zoom), Mayor
Pro Tem John R. Holmes, Sr., Councilmembers Wayne Carpenter, Craig Pearson,
Daniel Bucher and Stephanie O'Banion. Dave Covington was absent. Staff present
included Sam Listi, Matt Bates, John Messer, Mike Rodgers, Chris Brown, Larry Berg,
Jon Fontenot, Bob van Til, Pau! Romer, Scott Hodde, Daniel Aguirre, Megan Odiorne,
Amanda Cox, Judy Garrett, Cynthia Hernandez, James Grant, and Lindsay Weaver.
The Pledge of Allegiance to the U.S. Flag was led by Mayor Pro Tem John R. Holmes,
Sr. The Pledge of Allegiance to the Texas Flag was led by Fire Chief Jon Fontenot. The
Invocation was given by Councilmember Wayne Carpenter.
1. Call to order. Mayor Pro Tem Holmes called the meeting to order at 5:30 p.m.
2. Public Comments. (Audio 0:1 1)
Assistant City Manager Matt Bates gave an update on the brush collection effort
after the May 22d storm. Director of Communications Paul Romer shared the
outreach effort on social media. lnterim Director of Parks and Recreation James
Grant showed photos of Councilmembers Craig Pearson, Mayor David K. Leigh and
Parks Board Member Oscar Bersoza showing up to help with the clean up effort and
his staffs effort deep into the night after the storm. lnterim Director of Public Works
Scott Hodde ended the comments thanking his staff, and Matt Bates recognized four
Public Works staff by name who attended the meeting.
There were no other public comments.
3. Gonsider minutes of June 11. 2024. Gitv Council meetins . (Audio 13:33)
Upon a motion by Councilmember O'Banion and a second by Councilmember
Bucher, the minutes were unanimously approved upon a vote of 6-0.
4. Receive a presentation and discuss the Belton Fire Department's GommuniW
Risk Assessment.
Fire Chief Jon Fontenot started by presenting a video that showed firefighters in
Belton and other locations shaving their heads as a show of solidarity and support
for the 4-year-old daughter of Firefighter/Medic Wissinger who is going through
treatment for leukemia.
Chief Fontenot then presented the Community Risk Assessment. There was no
action required of the Council.
5. Conduct a work session on FY2025 budqet considerations includinq. but not
limited to. the followinq funds:

A. Water and Sewer Fund
B. Drainase Fund
Director of Finance Mike Rodgers presented this item. There was no action other
than discussion required of Council at this time.
6. Receive a presentation on the FY2025-FY2029 Gapital lmprovement Prosram
(ClP) and provide input on proiects and schedulins for inclusion in the FY
2025 budqet.

Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Mayor Pro
Tem John R. Holmes, Sr.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Fire Chief Jon
Fontenot.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Councilmember Wayne Carpenter.

Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
3. Consider minutes of June 11, 2024, City Council Meeting.
4. Receive a presentation and discuss the Belton Fire Department’s Community Risk
Assessment.

5. Conduct a work session on FY2025 budget considerations including, but not limited
to, the following funds:
A. Water and Sewer Fund
B. Drainage Fund
6. Receive a presentation on the FY2025-FY2029 Capital Improvement Program (CIP)
and provide input on projects and scheduling for inclusion in the FY 2025 budget.
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
