City of Belton, Texas City Council Meeting Agenda Tuesday, August 13, 2024 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Councilmember Wayne Carpenter. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of Planning Bob van Til. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Stephanie O’Banion. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Proclamation: 15th Anniversary of Education Connection Consent Agenda Items 4-6 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. 4. Consider minutes of previous meetings: City Council Meeting Agenda August 13, 2024 Page 1 of 3 A. July 23, 2024, City Council Meeting B. August 5, 2024, Special Called City Council Workshop Meeting. 5. Review and consider a resolution adopting the financial policies for the City of Belton. 6. Consider a contract between the City of Belton and RM Rodriguez Construction LP, construction manager-at-risk (CMAR), for the renovation of the historic Mount Zion United Methodist Church, located at 218 N. Alexander Street, for a Guaranteed Maximum Price (GMP) in an amount not to exceed $519,068. Budget FY2025 7. Consider a resolution endorsing a four-year water and wastewater rate structure that is designed to provide financial stability for the Water & Sewer Fund. 8. Receive a presentation and discuss proposed amendments to the FY2025 City of Belton Fee and Rate Schedule. 9. Receive a presentation on Belton’s Strategic Plan for FY 2025-2029. 10. Discuss and consider a proposed ad valorem tax rate for the 2024 tax year (Fiscal Year 2025). 11. Call for a public hearing on the proposed tax rate for the 2024 tax year (Fiscal Year 2025). Miscellaneous 12. Hold a public hearing and consider an ordinance amending Chapter 22 – Traffic, Section 22-106, Traffic Schedules and Speed Limit Regulations, establishing school zones for Hubbard Branch Elementary School. 13. Hold a public hearing and consider an ordinance adopting the proposed Drought Contingency and Water Conservation Plan. 14. Consider authorizing the City Manager to execute a Professional Services Agreement with Kasberg, Patrick and Associates for design and construction administration services related to the Central Avenue/Spring Street Bridge Replacement project. 15. Consider award of bid and authorizing the City Manager to execute a construction contract with Patin Construction for the Pearl Street Improvements Project, and any change orders associated with the contract, not to exceed the amount authorized under State law. Consider authorizing the City Manager to execute a professional services agreement with Kasberg, Patrick and Associates for construction administration services related to the Pearl Street Improvements Project. 17. Consider authorizing the City Manager to execute a Street Use License Agreement with Norman Building Materials allowing the use of a portion of Pearl Street for the loading of materials. 18. Consider authorizing the City Manager to execute a development agreement with Frank Norman for the construction of a loading zone area concurrent with the reconstruction of S. Pearl Street to allow the roadway to remain accessible for vehicular traffic during the loading and unloading of materials. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
