City of Belton, Texas City Council Meeting Agenda Tuesday, August 27, 2024 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Councilmember Wayne Carpenter will participate in the meeting remotely via videoconference from Mackinaw City, Michigan. Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Councilmember Craig Pearson. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by CVB and Retail Development Coordinator Judy Garrett. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Dave Covington. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Consider appointments to the Youth Advisory Commission, administer oath of office to newly appointed members, and appoint a Chair. Consent Agenda Items 4-6 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be City Council Meeting Agenda August 27, 2024 Page 1 of 3 removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately. 4. Consider minutes of the August 13, 2024, City Council Meeting 5. Consider authorizing a one-year extension to the engagement with Jaynes, Reitmeyer, Boyd & Therrell, P.C., Certified Public Accountants, for professional audit services for Fiscal Year 2024. 6. Consider approval of the FY 2025 contribution to the Bell County Public Health District in the amount of $52,806.40. Planning and Zoning 7. Z-24-17 – Hold a public hearing and consider a zoning change from Retail and Single Family-2 to Commercial-2 on approximately 3.696 acres located at 1122 and 1174 S. Wheat Road. 8. Z-24-18 – Hold a public hearing and consider a zoning change from Planned Development – Retail to Amended Planned Development – Retail on approximately 2.728 acres located at 2721 N. Main Street. The applicant has requested this item be postponed to a future meeting. 9. Z-24-20 – Hold a public hearing and consider a zoning change from Agricultural to Retail on approximately 4.05 acres located at 4393 W. Hwy 190 Service Road. Budget FY2025 10. Receive a presentation and invite public input on Belton’s Strategic Plan for FY 2025-2029. 11. Hold a public hearing on the proposed Fee and Rate Schedule for FY2025. 12. Hold a public hearing on the FY2025 Proposed Annual Budget for the City of Belton, Texas. THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR’S BUDGET BY $739,330 or 6.36%, AND OF THAT AMOUNT, $394,547 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR. 13. Set a date, time, and place for the meeting to adopt the FY2025 Proposed Annual Budget for the City of Belton, Texas. THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR’S BUDGET BY $739,330 or 6.36%, AND OF THAT AMOUNT, $394,547 IS City Council Meeting Agenda August 27, 2024 Page 2 of 3 TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR. Miscellaneous 14. Consider authorizing the purchase of library furnishings in the amount of $234,962.03 through the Choice Partners Purchasing Cooperative. 15. Consider reallocating unspent funding received from the Coronavirus State and Local Fiscal Recovery Funds, a part of the American Rescue Plan Act of 2021, to certain projects. Work Session 16. Receive a presentation and conduct a work session on the Imagine Belton standards. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
