Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Stephanie O’Banion.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of
Communications Paul Romer.

Invocation. The Invocation will be given by Councilmember Craig Pearson.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
3. Recognize the Finance Department for receipt of the Certificate of Achievement for
Excellence in Financial Reporting for Fiscal Year ending September 30, 2023, and
the Distinguished Budget Presentation Award for Fiscal Year beginning October 1,
2024, with special recognition for long-range operating financial plans.
4. Receive a presentation on the first Belton U! Conference held on August 22, 2024.

Consent Agenda
Items 5-17 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any

5. Consider minutes of the October 22, 2024, City Council Meeting.
6. Consider appointments to the Building and Standards Commission.
7. Consider a resolution authorizing the casting of Belton’s 98 votes for representation
on the Bell County Tax Appraisal District Board of Directors.
8. Consider a revised employment agreement for the City Manager.
9. Consider authorizing the City Manager to execute a one-year extension to the
contract with Waste Management for residential and commercial hand-collect solid
waste service.
10. Consider an ordinance amending the FY2025 City of Belton Fee and Rate Schedule.
11. Consider an ordinance adopting Budget Amendment #2 to the City of Belton FY
2024 Annual Budget.
12. Consider authorizing the City Manager to execute a Memorandum of Understanding
(MOU) with the Belton Area Citizens for Seniors (BACS, Inc.) regarding use of
$100,000 for building renovations.
13. Consider authorizing the City Manager to execute an agreement for Visitor Center
support with the Belton Area Chamber of Commerce for FY2025.
14. Consider authorizing the annual purchase of replacement Desktop Computers,
Laptops and Peripherals from GTS Technologies Inc. through Texas DIR in
accordance with the IT Equipment Replacement Plan at a cost of $52,543.95.
15. Consider adopting a resolution authorizing an Agreement with the Texas
Department of Transportation for the Construction, Maintenance and Operation of
Continuous Highway Lighting Systems along S. Loop 121 between IH-14 and IH-35.
16. Consider authorizing the City Manager to execute a contract with MUSCO Sport
Lighting LLC for the installation of sports field lighting in the Heritage Park Expansion
through the BuyBoard purchasing cooperative.
17. Consider adopting a resolution authorizing the submission of a Texas Community
Development Block Grant (CDBG) Program application to the Texas Department of

Agriculture for drainage improvements in the area of W. Avenue I at S. Mitchell
Street.
Regular Agenda
The Belton City Council will recess the Regular City Council Meeting and convene
a meeting of the Belton Employee Benefits Trust.
City of Belton Employee Benefits Trust Agenda
1. Call to Order.
2. Consider minutes of the City of Belton Employee Benefits Trust meeting dated
October 24, 2023.
3. Receive a presentation and consider awarding contracts for employee insurance
products.
4. Adjourn.
The Employee Benefits Trust will adjourn the City of Belton Employee Benefits
Trust Meeting and reconvene the Belton City Council Meeting.
Miscellaneous
18. Consider approval of funding for employee insurance contracts awarded by the
Board of the Employee Benefits Trust and authorize the transfer of funds from the
City’s operating funds to the Employee Benefits Trust account.
19. Consider items related to Liberty Valley Neighborhood Park:
A. Consider authorizing the purchase of a playground for the Liberty Valley
Subdivision Park through the BuyBoard purchasing cooperative from KYA Group
in the amount of $75,071.39.
B. Consider a resolution naming the Neighborhood Park located within the Liberty
Valley Subdivision along Huey Road and Connell Street as Freedom Park.
20. Consider award of bid and authorizing the BEDC Executive Director to execute a
construction contract with Bell Contractors for the IH-14 Water and Wastewater
Improvements Project, and any change orders associated with the contract, not to
exceed the amount authorized under State law.
21. Consider authorizing an Economic Development Agreement with Dog Ridge Water
Supply Corporation (DRWSC) for BEDC to construct a waterline and reimburse
City Council Meeting Agenda

DRWSC for engineering fees related to administration and inspection not to exceed
$91,500.
Executive Session
22. Executive Session pursuant to the provision of the Open Meetings Law, Chapter
551, Govt. Code, Vernon's Texas Codes Annotated, in accordance with the authority
contained in Section 551.087, Deliberation Regarding Economic Development
Negotiations.
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
