Councilmember Stephanie O’Banion will participate
in the meeting remotely from Cross Plains, Texas.
Councilmember Craig Pearson will participate in the
meeting remotely from Colorado Springs, Colorado.
Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Assistant
City Manager Matt Bates.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Mayor David K.
Leigh.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Councilmember Wayne Carpenter.

2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
Consent Agenda
Items 3-8 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be

removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately:
3. Consider minutes of the November 12, 2024, City Council Meeting.
4. Consider appointments to the following Boards/Commissions:
A. Library Board of Directors
B. BEDC Board of Directors
C. Building and Standards Commission
D. Planning and Zoning Commission
E. Central Texas Housing Consortium Board of Directors
5. Consider a resolution releasing 22.2 acres located at 3605 Rocking M Lane, owned
by Alan and Lindy Gustin, and known as BellCAD Property ID #194685, from
Belton’s ETJ.
6. Consider a resolution releasing 5.062 acres located along Williams Road, owned by
Salado ISD, and known as a portion of BellCAD Property ID #509611, from Belton’s
ETJ.
7. Consider a resolution amending Resolution No. 2024-25-R related to the submission
of a Texas Community Development Block Grant (CDBG) Program application to the
Texas Department of Agriculture for drainage improvements in the area of W.
Avenue I at S. Mitchell Street.
8. Consider authorizing the City Manager to enter into a professional services
agreement with Kasberg, Patrick & Associates for design and bid phase services for
the design of water line relocations required for Phase II of the Loop 121 widening
project.
Planning and Zoning
9. Z-24-26 – Hold a public hearing and consider a zoning change from Commercial
Highway to Planned Development – Commercial Highway with a Specific Use
Permit for a Master Sign Plan (PD CH w/SUP for Master Sign Plan) on
approximately 12.6 acres located at 8101 S. IH-35 Service Road. (Applicant has
requested that this item be postponed indefinitely.)
10. Z-24-28 – Hold a public hearing and consider a zoning change from Commercial
Highway to Retail on approximately 0.38 acres located at 921 S. Main Street, north
of Interstate 14 and west of Interstate 35.
11. Z-24-29 – Hold a public hearing and consider a zoning change from Agricultural and
Light Industrial to Planned Development – Light Industrial on approximately 56.6

acres located at 815 Elm Grove Spur, at the southeast corner of Elm Grove Spur
and Capitol Way.
12. Z-24-31 – Hold a public hearing and consider a zoning change from Retail to Retail
with a Specific Use Permit for a car wash on approximately 2.34 acres located at
100 N. Loop 121, at the northeast intersection of N. Loop 121 and FM 93.
Miscellaneous
13. Consider authorizing the purchase of an aerial apparatus and associated equipment
for the Fire Department from Siddons-Martin Emergency Group through the H-GAC
Purchasing Cooperative.
Executive Session
14. Executive Session pursuant to the provision of the Open Meetings Law, Chapter
551, Govt. Code, Vernon's Texas Codes Annotated, in accordance with the authority
contained in Section 551.072, Deliberation Regarding Real Property.
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
