City of Belton, Texas City Council Meeting Agenda Tuesday, January 28, 2025 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Mayor David K. Leigh. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Grants and Special Projects Coordinator Jo-Ell Guzman. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Dave Covington. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Proclamation: Black History Month – February 2025 Consent Agenda Items 4-6 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately: 4. Consider resolutions authorizing the submittal of grant applications to the Office of the Governor, Criminal Justice Division, for the following: A. Flock License Plate Reader B. Tactical Micro-Robot System (Throwbots) C. Police Drones D. General Victim Assistance Grant, Victims of Crime Act FY2026 Planning and Zoning 7. Z-25-01 – Hold a public hearing and consider a zoning change from Agricultural to Commercial-1 with a Specific Use Permit for an outdoor flea market, on approximately 9.71 located at 1930 George Wilson Road. 8. Z-25-02 – Hold a public hearing and consider a zoning change from Retail to Retail with a Specific Use Permit for a Package Store located at 2144 N. Main Street for the proposed Longhorn Liquor. (The applicant has requested that this case be postponed until the February 25, 2025, Council meeting.) 9. Z-25-04 – Hold a public hearing and consider a zoning change from Single Family-1 to Single Family-1 w/ a Specific Use Permit for an Accessory Dwelling Unit with a kitchen (SF-1 w/ SUP for ADU w/ Kitchen) on approximately 3.77 acres located at 811 Lake Road. 10. Z-25-05 – Hold a public hearing and consider a zoning change from Agricultural to Single Family-1 on approximately 1.09 acres located at 275 Elmer King Road. 11. Hold a public hearing and consider a resolution adopting a proposed amendment to the Future Land Use Map on approximately 55.7 acres located at 815 Elm Grove Spur and Capitol Way from a Residential Land Use category to an Industrial Land Use category. 12. P-24-13 – Consider a final plat for Wells Edition, comprising 4.63 acres, located at 3766 Smoke Signal Lane, in Belton’s Extraterritorial Jurisdiction. P-24-21 – Consider a preliminary plat for Saddle Creek Phase 4 comprising 7.591 acres, located at the intersection of West Avenue D and Sagebrush Drive. 14. H-24-13 – Consider a Certificate of Appropriateness (COA) and Façade Improvement Grant application for exterior renovations to the structure at 206 E. Central Avenue, located in the Downtown Belton Commercial Historic District, between S. Penelope Street and N. East Street. 15. H-25-01a – Consider a Certificate of Appropriateness (COA) and Façade Improvement Grant applications for exterior renovations to the structures at 120 N. Penelope Street, located in the Downtown Belton Commercial Historic District, between E. 1st Avenue and E. Central Avenue. 16. H-25-01b – Consider a Certificate of Appropriateness (COA) and Façade Improvement Grant applications for exterior renovations to the structures at 122 N. Penelope Street, located in the Downtown Belton Commercial Historic District, between E. 1st Avenue and E. Central Avenue. 17. Consider a Mural Grant application for the property at 106 N. Main Street, located in the Downtown Belton Commercial Historic District, between W. Central Avenue and E. 1st Avenue. 18. Hold a public hearing and consider an ordinance annexing a 1.764 acre tract of land, located in the Young Williams Survey, Abstract No. 861, Bell County, Texas, said 1.764 acre tract being a portion of that certain 58.328 acre tract of land recorded in Document No. 2017-3567, Official Public Records, Bell County, Texas. Miscellaneous 19. Hold a public hearing and consider an ordinance amending Chapter 22 – Traffic, Section 22-106, Traffic Schedules and Speed Limit Regulations, relocating the existing school zone on the south side of Loop 121 at the flyover on Crusader Way to the north side of Loop 121, closer to Sparta Road. 20. Hold a public hearing and consider an amendment to the Fee Schedule by adding fees for the use of the Electric Vehicle Chargers provided by the City of Belton. Executive Session 21. Executive Session pursuant to the provision of the Open Meetings Law, Chapter 551, Govt. Code, Vernon's Texas Codes Annotated, in accordance with the authority contained in Section 551.072, Deliberation Regarding Real Property. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
