Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Craig Pearson.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of
Planning Bob van Til.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Councilmember Wayne Carpenter.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do
so prior to this meeting and speak during this item. Forms are located on the
table outside of the south side entry to the meeting room. Please state your
name and address for the record and limit your comments to three minutes.
Also, please understand that while the Council appreciates hearing your
comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1)
engaging in discussion other than providing a statement of specific factual
information or reciting existing City policy, and (2) taking action other than
directing Staff to place the matter on a future agenda.
3. Presentation: Youth Advisory Commission Summit 2025
4. Presentation: Microtransit Transition Status Update from the HOP General Manager,
Raymond Suarez.

Items 5-12 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be

removed from the Consent Agenda prior to voting, at the request of any
Councilmember, and it will be considered separately:
5. Consider minutes of the January 28, 2025, City Council meeting.
6. Consider the following related to the May 2025 election:
A. Adopt an ordinance ordering the May 3, 2025, General Election for
Councilmember Places 5, 6 and 7, and the May 3, 2025, Special Election to
consider amending the Charter regarding becoming a Court of Record in the City
of Belton.
B. Authorize an agreement with Belton ISD for conducting a joint election (location
only); and
C. Authorize an agreement with the Bell County Elections Department for lease of
election equipment for the May 3, 2025, General and Special Elections.
7. Consider a resolution adopting the amended Personnel Policy Manual.
8. Receive a report on the annual review of the City’s Ethics Ordinance, No. 2018-03,
by the Ethics Commission.
9. Consider a resolution nominating the City’s candidate for election to the Board of
Directors of the Central Texas Water Supply Corporation.
10. Consider authorizing the City Manager to execute an amended Municipal
Maintenance Agreement with the Texas Department of Transportation.
11. Consider authorizing the City Manager to execute a construction contract with FSR
LLC, for replacement of storm damaged roofs at the Harris Community Center, Fire
Station 2 and Police Department Storage Buildings, and any change orders
associated with the contract not to exceed the amount authorized under State law.
12. Consider authorizing the Executive Director of the Belton Economic Development
Corporation to execute a Partial Release of Easement and Restrictive Covenants
from Atmos Energy on the Rockwool property.

13. Receive a presentation on the Annual Comprehensive Financial Report for the
Fiscal Year Ended September 30, 2024.
14. Consider authorizing the City Manager to execute a purchase agreement with Belton
Independent School District for the purchase of Miller Heights Elementary School.

15. Consider a Resolution authorizing the publication of Notice of Intention to issue City
of Belton, Texas Combination Tax and Limited Revenue Certificates of Obligation
and other matters related thereto.
16. Consider a Resolution expressing official intent to reimburse certain expenditures
not to exceed $2,450,000 from a future debt issuance.
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
