Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Mayor
David K. Leigh.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by BEDC
Executive Director Cynthia Hernandez.
“Honor the Texas flag; I pledge allegiance to thee Texas, one state under
God, one and indivisible.”
Invocation. The Invocation will be given by Councilmember Daniel Bucher.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do so
prior to this meeting and speak during this item. Forms are located on the table
outside of the south side entry to the meeting room. Please state your name
and address for the record and limit your comments to three minutes. Also,
please understand that while the Council appreciates hearing your comments,
State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in
discussion other than providing a statement of specific factual information or
reciting existing City policy, and (2) taking action other than directing Staff to
place the matter on a future agenda.
3. Present Scholarships from Waste Management, Inc. to Belton ISD graduating
seniors.
Consent Agenda
Items 4-13 under this section are considered to be routine by the City Council and may
be enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any Councilmember,
and it will be considered separately:

4. Consider minutes of the May 13, 2025, City Council Meeting.
5. Consider appointments/reappointments to the Ethics Commission.
6. Consider a resolution authorizing the submittal of an application to the Motor Vehicle
Crime Prevention Authority Grant Program to purchase Flock License Plate Readers.
7. Consider authorizing the City Manager to enter into a Professional Services
Agreement with Gessner Engineering for design and construction administration
services for the Main Street and Penelope Sidewalk Projects.
8. Consider authorizing the City Manager to enter into a Professional Services
Agreement with Clark Associates for design of the W. Avenue I Drainage Project.
9. Consider a resolution authorizing the City Manager to execute an agreement with the
Texas Department of Transportation for the Lake Road Driveway Connector Project.
10. P-24-22 – Consider a final plat for River Farm Phase IA, comprising approximately
21.1 acres, located generally east of IH-35, on Toll Bridge Road, north of the
Lampasas River, in the Belton ETJ.
11. P-25-08 – Consider a final plat for Leon River Estates Phase II, comprising
approximately 46 acres, located generally north of Guthrie Drive and south of Mystic
Meadows Drive.
12. Consider an appeal to the 500-foot separation requirement for the non-owner-
occupied Short-Term Rental at 212-1/2 N. Sparks Street.
13. Consider granting authority for these actions regarding Oncor’s acquisition of 8.9
acres, located east of IH-35 and adjacent and east of Rose Lane, for expansion of an
Oncor substation:
A. Authorize the City Manager to execute an agreement with Oncor regarding
annexation of the subject property at the appropriate time.
B. Authorize the City Manager to execute a Disclaimer of Interest, removing Belton
from the condemnation lawsuit underway by Oncor.
Planning and Zoning
14. Z-24-30 – Hold a public hearing and consider appeal of the Planning and Zoning
Commission decision regarding a zoning change from Agricultural to Planned
Development Commercial Highway on approximately 18.2 acres located at 5890 Toll
Bridge Road.

15. Z-25-15 – Hold a public hearing and consider a zoning change from Planned
Development Retail to Planned Development Retail with a Specific Use Permit for a
Package Store located at 2511 N. Main Street, Suite 112 for a proposed Twin
Liquors.
16. Z-25-16 – Hold a public hearing and consider a zoning change from Single Family-1
to 2-Family for duplex construction on approximately 0.38 acres located at 805-½ W.
7th Avenue.
17. Z-25-17 – Hold a public hearing and consider appeal of the Planning and Zoning
Commission decision regarding a zoning change from Planned Development-48
(Restaurant w/ Drive-Thru) to Planned Development (PD) – Retail on approximately
1.65 acres located at 121 Lake Road. (The applicant has requested this item be
postponed to the June 10, 2025, City Council meeting.)
FY2026 Budget
18. Conduct a work session on FY2026 budget considerations including, but not limited
to, the following funds:
A. General Fund
B. Debt Service Fund
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
