Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by
Councilmember Daniel Bucher.
Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by City Manager
Sam Listi.

God, one and indivisible.”
Invocation. The Invocation will be given by Mayor Pro Tem John R. Holmes, Sr.
1. Call to order.
2. Public Comments.
Citizens who desire to address the Council on any matter may register to do so
prior to this meeting and speak during this item. Forms are located on the table
outside of the south side entry to the meeting room. Please state your name
and address for the record and limit your comments to three minutes. Also,
please understand that while the Council appreciates hearing your comments,
State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in
discussion other than providing a statement of specific factual information or
reciting existing City policy, and (2) taking action other than directing Staff to
place the matter on a future agenda.
Consent Agenda
Items 3-6 under this section are considered to be routine by the City Council and may be
enacted by one motion. If discussion is desired by the Council, any item may be
removed from the Consent Agenda prior to voting, at the request of any Councilmember,
and it will be considered separately:
3. Consider minutes of the June 10, 2025, City Council Meeting.
4. Consider appointments to the Planning and Zoning Commission.

5. P-25-11 – Consider a Final Plat for Saddle Creek, Phase IV, comprising
approximately 7.591 acres, at the intersection of West Avenue D and Sagebrush
Drive.
6. Consider award of bid and authorizing the City Manager to execute a construction
contract with Tatum Contracting Services for the Cross Access Connection between
106 and 108 Lake Road, and any change orders associated with the contract, not to
exceed the amount authorized under state law.
Planning and Zoning
7. Z-25-17 – Hold a public hearing and consider appeal of the Planning and Zoning
Commission recommendation regarding a zoning change from Planned
Development-48 (Restaurant w/ Drive-Thru) to Planned Development-Retail on
approximately 1.65 acres located at 121 Lake Road.
8. Z-25-18 – Hold a public hearing and consider a zoning change from Commercial
Highway to Two Family for a proposed duplex on approximately 0.34 acres located at
395 W. Avenue J.
9. Z-25-19 – Hold a public hearing and consider a zoning change from Agricultural to
Single Family-1 for residential use on approximately 1.26 acres located at 1918
Auction Barn Road.
10. Z-25-20 – Hold a public hearing and consider a zoning change from Agricultural to
Retail for the construction of a convenience store on approximately 0.36 acres
located at 1309 W. 2nd Avenue.
11. Hold a public hearing and consider zoning changes related to the Imagine Belton
Standards change from SF-2, SF-3, 2F, SUP-SF-2, PD-R, SF-2 with a CR Overlay,
and several SUPs to the Neighborhood Zone.
12. Hold a public hearing regarding the annexation of 94.514 acres located in the O.T
Tyler Survey, Abstract No. 20, including the right of way of FM 436 from Elm Grove
Road to the east property line of property owned by Tyler Ridge Land Investments,
LLC.
13. Z-25-21 – Hold a public hearing and consider a zoning change from Agricultural to
Single Family-3 on approximately 75.38 acres located on FM 436, near FM 1123.
(Staff is asking that this be postponed to a future Council meeting.)
Miscellaneous
14. Consider authorizing the purchase of a 2000-gallon water truck to serve as a high-
visibility incident blocker and as a mobile water supply.

15. Hold a public hearing and consider an ordinance amending the Project Plan and
Financing Plan for the City of Belton Tax Increment Reinvestment Zone #1 for the
reconstruction of streets, including portions of Davis Street, Hughes Street, Avenue J
and Avenue I; the replacement of water and sewer lines along E. 6th Avenue; and
construction of sidewalks along E. 6th Avenue.
FY2026 Budget
16. Conduct a work session on FY2026 budget considerations including, but not limited
to, the following funds:
A. Hotel Occupancy Tax Fund
B. TIRZ Fund
C. Information Technology Fund
D. Building Maintenance Fund
E. BEDC Fund
17. Receive a report on the FY 2026 – FY 2030 Capital Improvement Program (CIP) and
provide input on projects and scheduling for inclusion in the FY 2026 budget.
The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on
this agenda for which it is legally permissible.
