City of Belton, Texas City Council Meeting Agenda Tuesday, July 22, 2025 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Councilmember Craig Pearson will participate remotely via videoconference from Panama City Beach, Florida. Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Mayor Pro Tem John R. Holmes, Sr. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of Development Services Bob van Til. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Dave Covington. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. Consent Agenda Items 3-4 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately: 3. Consider a resolution authorizing the City Manager to execute an Advanced Funding Agreement (AFA) with the Texas Department of Transportation for the construction of 5-foot sidewalks along both sides of E. 6th Avenue, from IH-35 to TX317 (Main Street): CSJs #0015-05-051 and #0015-18-007. Planning and Zoning 5. Z-25-22 – Hold a public hearing and consider a zoning change from Agricultural (A) to Retail (R) on approximately 1.91 acres located near the northeast corner of Commerce and Sparta Road. 6. Z-25-23 – Hold a public hearing and consider a zoning change from Commercial Highway (CH) to Commercial Highway with a Specific Use Permit (SUP) on approximately 0.46 acres located at 1269 W. US Hwy 190 Service Road for an Electronic Changeable Copy Billboard (digital billboard). 7. Hold a public hearing and consider an amendment to the Belton Zoning Ordinance related to Overnight Truck Parking. 8. P-25-16 – Consider a final plat for Whitish Estates, comprising 0.6614 acres, located on Wild Wood Drive at the intersection of Cowhouse Drive, in the Belton ETJ. 9. P-25-18 – Consider a preliminary plat for River Farm, comprising 478.5 acres, located generally east of IH-35, on Tollbridge Road, north of the Lampasas River, in the Belton ETJ. 10. P-25-19 – Consider a final plat for River Farm Phase 2, comprising approximately 72.203 acres, generally located east of IH-35, on Toll Bridge Road, north of the Lampasas River, in the Belton ETJ. 11. P-25-23 – Consider the replat of Lots 5 and 6 Belton Original comprising 1.72 acres, located at 1200 W. 2nd Avenue, near the northeast corner of N. Loop 121 on W. 2nd Avenue. 12. P-24-26 – Consider a preliminary plat for the Skyview Commercial Addition, comprising 18.81 acres, located at the southwest corner of IH-14 and Loop 121. 13. P-25-21 – Consider a final plat for the Skyview Commercial Addition Phase 1, comprising 12.50 acres, located at the southwest corner of IH-14 and Loop 121. 14. Consider a mural grant application for the property at 122B N. Penelope Street, located in the Downtown Belton Commercial Historic District, at the southwest corner of N. Penelope and E. 1st Avenue. Hold a public hearing regarding amendments to existing Tax Abatement Agreements with CSC Group LP (Capitol Seating), located within Tax Abatement Zone #13, in the South Loop Industrial Park, south of E. Loop 121 and east of IH-35, north of Groves Road, at 206 and 212 Groves Road. 16. Consider authorizing the City Manager to execute a Memorandum of Understanding (MOU) with Bell County ESD 1 (Salado Fire Department) which would realign fire response districts for the purpose of more timely, efficient emergency responses. 17. Consider the following items related to the Temple-Belton Wastewater Treatment Plant (TBWWTP) Phase II Expansion: A. Consider award of bid and authorizing the City Manager to execute the construction contract and any change orders associated with the contract, not to exceed the amount authorized under State law. B. Consider authorizing the City Manager to enter into a professional services agreement with Kasberg, Patrick & Associates for construction administration services. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
