The Pledge of Allegiance to the U.S. Flag will be led by Councilmember Luke Potts. Texas Pledge. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Library Board of Directors B. Zoning Board of Adjustment 5. Consider authorizing the City Manager to execute an Interlocal Agreement with Bell County for records storage. 6. Consider authorizing a one-year extension to the engagement with Jaynes, Reitmeyer, Boyd & Therrell, P.C., Certified Public Accountants, for professional audit services for Fiscal Year 2025. 7. Consider authorizing the City Manager to execute a Contract for Services with the Children’s Advocacy Center of Central Texas (CACCT). FY2026 Budget 8. Receive a presentation and discuss proposed amendments to the FY2026 City of Belton Fee and Rate Schedule. 9. Receive a presentation on Belton’s Strategic Plan for FY 2026-2030 and invite public input at the City Council meeting on August 26, 2025. 10. Discuss and consider a proposed property tax rate for the 2025 tax year (Fiscal Year 2026). 11. Call for a public hearing on the proposed tax rate for the 2025 tax year (Fiscal Year 2026). Miscellaneous 12. Consider award of bid and authorizing the City Manager to execute the construction contract for the 18” Force Mains under Nolan Creek, and any change orders associated with the contract, not to exceed the amount authorized under state law. Work Session 13. Conduct a work session on proposed amendments to Chapter 11, Article IX, “Short- Term Rentals” of the Code of Ordinances of the City of Belton, Texas. 14. Conduct a work session on a proposed amendment to Section 38 of the Zoning Ordinance, Sign Regulations, relating to Pole Sign Heights along I-14 and I-35.
