P-25-10 – Consider a preliminary plat for River Place Estates Phases 10, 11, and 12, comprising 137.27 Acres, located at 3908 N. Main Street. 10. Consider a resolution increasing the purchasing authority of the City Manager from $50,000 to $100,000. 11. Consider a resolution adopting the amended Personnel Policy Manual. 12. Consider accepting the conveyance of 1.7 acres along FM 93 from the Belton Economic Development Corporation. 13. Consider authorizing a revised BEDC contract for the sale of 11.819 acres on FM 93 to Lina Chtay and Assignees. FY2026 Budget 14. Receive a presentation and invite public input on Belton’s Strategic Plan for FY 2026- 2030. 15. Hold a public hearing on the proposed Fee and Rate Schedule for FY2026. 16. Hold a public hearing on the Fiscal Year 2026 Proposed Annual Budget for the City of Belton, Texas, and set a meeting date, time and place for its adoption. THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR’S BUDGET BY $1,217,589 OR 9.91%, AND OF THAT AMOUNT $443,526 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX City Council Meeting Agenda August 26, 2025 Page 2 of 4  ROLL THIS YEAR. HB 1522 TAXPAYER IMPACT STATEMENT: THE TAX BILL FOR THE AVERAGE TAXABLE VALUE OF HOMESTEAD PROPERTY IN THE CITY OF BELTON IN THE CURRENT YEAR WAS $1,542. THE ESTIMATED TAX BILL FOR THE SAME PROPERTY IN THE UPCOMING FISCAL YEAR WOULD BE $1,616 IF THE PROPOSED BUDGET IS ADOPTED OR $1,536 IF A BALANCED BUDGET FUNDED AT THE NO-NEW-REVENUE RATE IS ADOPTED. Planning and Zoning 17. Z-25-21 – Hold a public hearing and consider a zoning change from Agricultural to Single Family-3 on approximately 75.38 acres located on FM 436, near FM 1123. 18. Z-25-24 – Hold a public hearing and consider a zoning change from Agricultural (A) to Planned Development – Retail (PD-R) on approximately 1.989 acres located at 2200 FM 1670. 19. Z-25-25 – Hold a public hearing and consider a zoning change from Commercial Highway with a Specific Use Permit (SUP) for auto detailing shop to Planned Development-Commercial Highway on approximately 0.28 acres located at 1104 S. Wall Street. 20. Z-25-26 – Hold a public hearing and consider a zoning change from Uptown to Planned Development – Uptown (PD-Uptown) on approximately 1.0566 acres located at 921 E. 6th Avenue. 21. Z-25-28 – Hold a public hearing and consider a zoning change from Uptown to Planned Development – Uptown (PD-Uptown) on approximately 1.940 acres located at the Northeast Corner of W. 2nd Avenue and N. Blair Street. 22. Hold a public hearing and consider the annexation and zoning of the following tracts owned by the Belton Economic Development Corporation: A. Annexation of 109.059 acres in the G.F. Lankford Survey, Abstract No. 510, Bell County, Texas, generally located on Amity School Road, generally west of S. Interstate 35, and annexation of 51.229 acres in the Lewis Walker Survey, Abstract No. 860, Bell County, Texas, generally located north of Interstate 14 and Dog Ridge Loop and west of Airdale Road. B. A zoning change from Agricultural (A) to Light Industrial (LI) on approximately 61.11 acres located on Interstate 14, near Airdale Road, west of Boxer Lane (Z- 25-29) and a zoning change from Agricultural (A) to Light Industrial (LI) on approximately 166.065 acres located on Amity School Road, generally west of S.
