City of Belton, Texas City Council Meeting Agenda Tuesday, September 9, 2025 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Mayor Pro Tem John R. Holmes, Sr., will participate in the meeting via videoconference from Nashville, Tennessee. Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Mayor David K. Leigh. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of Finance Mike Rodgers. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Daniel Bucher. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Consider appointments to the Youth Advisory Commission, administer oath of office to newly appointed members, and appoint a Chair. Consent Agenda Items 4-7 under this section are considered to be routine by the City Council and may be enacted by one motion. Consider minutes of previous meetings: A. August 26, 2025, City Council Workshop Meeting B. August 26, 2025, City Council Meeting 5. Consider approval of annual software and license fees for Tyler Technologies, Inc. in the amount of $110,077.59. 6. Consider authorizing the City Manager to execute a Development Agreement between the City of Belton and Belton Partners, LLC for the upsizing of an 8-inch water line to a 12-inch from Amity School Road to the east side of IH-35. 7. Consider authorizing the City Manager to execute an amended professional services agreement with Stateside Right-of-Way Services for Right of Entry Services, and a second required appraisal review pertaining to the S. Connell Reconstruction Project. FY2026 Budget 8. Consider an ordinance adopting Belton’s Strategic Plan for FY2026-2030. 9. Consider an ordinance adopting the City of Belton Fee and Rate Schedule for FY 2026. 10. Conduct a public hearing on the FY 2026 (Tax Year 2025) proposed ad valorem tax rate of $0.5225/$100 of taxable value, which is effectively a 5.2 percent increase in the tax rate. THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.6 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $16.20. 11. Ratify the increase in total property tax revenue as reported in the Fiscal Year 2026 Annual Budget for the City of Belton, Texas. THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR’S BUDGET BY $1,217,589 OR 9.91%, AND OF THAT AMOUNT $443,526 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR. City Council Meeting Agenda September 9, 2025 Page 2 of 3 THE TAX BILL FOR THE AVERAGE TAXABLE VALUE OF HOMESTEAD PROPERTY IN THE CITY OF BELTON IN THE CURRENT YEAR WAS $1,542. THE ESTIMATED TAX BILL FOR THE SAME PROPERTY IN THE UPCOMING FISCAL YEAR WOULD BE $1,616 IF THE PROPOSED BUDGET IS ADOPTED OR $1,536 IF A BALANCED BUDGET FUNDED AT THE NO-NEW-REVENUE RATE IS ADOPTED. 12. Consider an ordinance adopting the 2025 ad valorem tax rate not to exceed $0.5225 per $100 of taxable value THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE. THE TAX RATE WILL EFFECTIVELY BE RAISED BY 3.6 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $16.20. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
