City of Belton, Texas City Council Meeting Agenda Tuesday, September 23, 2025 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Mayor Pro Tem John R. Holmes, Sr. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by Director of Public Works Scott Hodde. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Stephanie O’Banion. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Proclamations: A. Hunger Action Month – September 2025 B. Manufacturing Day – October 3, 2025 Consent Agenda Items 4-9 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately: City Council Meeting Agenda September 23, 2025 Page 1 of 3 4. Consider minutes of September 9, 2025, City Council Meeting. 5. Consider a resolution nominating a candidate for the Bell County Tax Appraisal District Board of Directors. 6. Consider an appointment to the Bell County Public Health District Board of Directors. 7. Review and consider a resolution adopting the financial policies for the City of Belton. 8. Consider authorizing the City Manager to execute a membership agreement with the Central Texas Water Alliance. 9. Consider a Building Safety Grant application to construct an elevator at the property located at 213 E. Central Avenue in the Downtown Belton Commercial Historic District. Planning and Zoning 10. Z-25-27 – Hold a public hearing and consider a zoning change from Agricultural (A) to Commercial District-2 (C-2) on approximately 4.005 acres located at 3275 W. US Hwy 190 Service Road. 11. Z-25-31 – Hold a public hearing and consider a zoning change from Neighborhood to Planned Development – Neighborhood (PD-Neighborhood) on approximately 0.46 acres located at 715 S. Pearl Street. 12. Z-25-33 – Hold a public hearing and consider a zoning change from Agricultural (A) to Planned Development-Agricultural (PD-A) on approximately 4.36 acres located at 1971 FM 1670. 13. Z-25-32 – Hold a public hearing and consider an appeal for a zoning change from Planned Development-Retail (PD-R) to Planned Development-30-Retail-Specific Use Permit Package Store (PD-30-R-SUP) on approximately 3.465 acres located at 223 Sparta Road. 14. Z-25-26 – Hold a public hearing and consider an appeal for a zoning change from Planned Development-Uptown to Amended Planned Development-Uptown on approximately 1.0566 acres located at 921 E. 6th Avenue. 15. Hold a public hearing and consider an ordinance amending Section 38.18 of the Zoning Ordinance related to High Profile Monument Sign Height on properties with I- 35 and I-14 frontage. 16. Hold a public hearing and consider zoning changes related to the Imagine Belton Standards to change property from SF1, SF2, SF2 with Conservation and City Council Meeting Agenda September 23, 2025 Page 2 of 3 Revitalization Overlay, various SUPs, Retail, Multi-Family, Planned Developments, Redevelopment Districts to the Transition Zone. Miscellaneous 17. Consider the purchase of a used Freightliner 3,000 gallon water truck from the Jarrell Fire Department/Williamson County Emergency Services District #5. Executive Session 18. Executive Session pursuant to the provision of the Open Meetings Law, Chapter 551, Govt. Code, Vernon’s Texas Codes Annotated, in accordance with the authority contained in Section 551.071, Consultation with Attorney. 19. Executive Session pursuant to the provision of the Open Meetings Law, Chapter 551, Govt. Code, Vernon’s Texas Codes Annotated, in accordance with the authority contained in Section 551.072, Deliberation Regarding Real Property. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
