City of Belton, Texas City Council Meeting Agenda Tuesday, October 14, 2025 - 5:30 p.m. Wright Room at the Harris Community Center 401 N. Alexander, Belton, Texas Pledge of Allegiance. The Pledge of Allegiance to the U.S. Flag will be led by Councilmember Craig Pearson. Texas Pledge. The Pledge of Allegiance to the Texas Flag will be led by City Manager Sam Listi. “Honor the Texas flag; I pledge allegiance to thee Texas, one state under God, one and indivisible.” Invocation. The Invocation will be given by Councilmember Luke Potts. 1. Call to order. 2. Public Comments. Citizens who desire to address the Council on any matter may register to do so prior to this meeting and speak during this item. Forms are located on the table outside of the south side entry to the meeting room. Please state your name and address for the record and limit your comments to three minutes. Also, please understand that while the Council appreciates hearing your comments, State law (Texas Gov’t Code §551.042) prohibits them from: (1) engaging in discussion other than providing a statement of specific factual information or reciting existing City policy, and (2) taking action other than directing Staff to place the matter on a future agenda. 3. Proclamation: Belton Children’s Book Week – November 3-9, 2025 Consent Agenda Items 4-12 under this section are considered to be routine by the City Council and may be enacted by one motion. If discussion is desired by the Council, any item may be removed from the Consent Agenda prior to voting, at the request of any Councilmember, and it will be considered separately: 4. Consider minutes of previous meetings: City Council Meeting Agenda October 14, 2025 Page 1 of 3 A. September 23, 2025, City Council Workshop Meeting; B. September 23, 2025, City Council Regular Meeting. 5. Consider a resolution cancelling the October 28, 2025, City Council Meeting and moving the November 11, 2025, City Council Meeting to November 10, 2025. 6. Consider appointing Kim Preston as Councilmember Stephanie O’Banion’s representative on the Ethics Commission. 7. Consider approval of an ordinance on first reading and set a public hearing and second reading for November 10, 2025, granting a commercial solid waste collection franchise to Frontier Waste Solutions. 8. Consider a Building Safety Grant application for truss repairs for the property located at 222 E. Central Avenue in the Downtown Belton Commercial Historic District. 9. Consider approving a schedule establishing dates for the adoption and effective date of the 2024 International Codes and the 2023 National Electric Code. 10. Consider authorizing the purchase of vehicles for the Police Department as budgeted for in the Capital Equipment Replacement Fund. 11. Consider authorizing the purchase of Servers, Switches, Storage and VMware software from Waypoint Solutions through Texas DIR Contracts DIR-Dell-EMC & DIR-CPO-5792 to replace the City of Belton’s aging Data Center. 12. Consider award of bids and authorize the City Manager to execute a mowing services contract with renewal options and any change orders associated with the contract, not to exceed the amount authorized under State law. Regular Agenda The Belton City Council will recess the Regular City Council Meeting and convene a meeting of the Belton Employee Benefits Trust. City of Belton Employee Benefits Trust Agenda 1. Call to Order. 2. Consider minutes of the City of Belton Employee Benefits Trust meeting dated November 12, 2024. 3. Receive a presentation and consider awarding contracts for employee insurance products. 4. Adjourn. City Council Meeting Agenda October 14, 2025 Page 2 of 3 The Employee Benefits Trust will adjourn the City of Belton Employee Benefits Trust Meeting and reconvene the Belton City Council Meeting. Miscellaneous 13. Consider approval of funding for employee insurance contracts awarded by the Board of the Employee Benefits Trust and authorize the transfer of funds from the City’s operating funds to the Employee Benefits Trust account. 14. Hold a public hearing and consider an ordinance amending: A. Section 11-16 of the Belton Code of Ordinances to replace the wording ‘Central Business District’ with ‘Central Downtown Zone’ and including the ‘Uptown Zone’ from the exemption of the 300-foot separation to sell alcoholic beverages; and B. Section 22-3 of the Belton Code of Ordinances to replace the wording ‘Central Business District’ with ‘Central Downtown Zone’ relating to the prohibition to ride or propel any bicycle on any sidewalk, or propel a skateboard or coaster along any sidewalk, in any parking lot, or in any street or roadway. 15. Consider a resolution authorizing the City Manager to execute agreements and all documentation necessary to finalize the purchase of right-of-way for the S. Connell Street Improvements Project including the use of eminent domain, if necessary. 16. Consider award of bid and authorizing the City Manager to execute a construction contract for the S. Penelope, N. Main Street, and Industrial Park Sidewalk Improvements, and any change orders associated with the contract, not to exceed the amount authorized under State law. The City Council reserves the right to adjourn into Executive Session at any time regarding any issue on this agenda for which it is legally permissible.
